3.2 Functional Characteristics<br />
While part of a system, <strong>Florida</strong>’s seaports are very diverse in nature. Some are<br />
located inside urban population centers mainly serving their regional population<br />
while others are outside the urban core. Some of the “rural” ports serve<br />
markets outside their local area. Some control all on-port activities while others<br />
are surrounded by private marine terminals. Some function as “landlord” or<br />
“tenant” ports leasing land to private tenants to operate, while others are<br />
managed as “operating” ports. Six operate under a local government port<br />
authority, one as a special district, and seven are part of a county or city<br />
government. All of <strong>Florida</strong>’s seaports work with their host communities to plan<br />
for economic development surrounding their facilities. For example, Manatee<br />
County recently adopted an economic port development overlay on land near<br />
Port Manataee; the City of Port St. Joe recently revised its land use element to<br />
plan for future growth of the port and the surrounding area; and Palm Beach<br />
County is working to support development of an intermodal logistics center.<br />
