Across sectors, the estates recorded the highest poverty rates on<br />

both income poverty and multidimensional poverty estimates:<br />

the multidimensional poverty headcount for the estate sector<br />

was 21.1 percent per DHS 2006/07, the income poverty<br />

headcount was 32 percent per HIES 2006/07, and the MPI was<br />

0.086 per DHS 2006/07.<br />

Across districts, Monaragala was the poorest in terms of<br />

multidimensional poverty, with a headcount at 17.4 percent<br />

and an MPI of 0.0683. It was followed by Nuwara Eliya, with<br />

a headcount at 15.7 and MPI at 0.0629. The other districts<br />

recording high multidimensional poverty headcounts were<br />

Matale at 12.6 percent, Trincomalee at 12.1 percent, Badulla<br />

at 11.9 percent, Batticaloa at 11.2 percent, Polonnaruwa at<br />

10.1 percent and Ratnapura at 10 percent. For income poverty,<br />

Monaragala, with a headcount of 33.3,was marginally better<br />

than Nuwara Eliya, with a headcount of 33.8.<br />

According to multidimensional poverty estimates, Colombo,<br />

with a headcount of 1.7 percent, and Gampaha, with a headcount<br />

of 1.8 percent,were the least deprived, followed by Kalutara, with<br />

a headcount at 4.4 percent. A group of six districts—Kandy,<br />

Kegalle, Hambantota, Matara, Galle and Kurunegala—with<br />

similar headcount levels were the next least deprived, with the<br />

headcount ranging from 6 to 7.6 percent.<br />
