Inequality-adjusted <strong>Human</strong> <strong>Development</strong> Index<br />

Within <strong>Sri</strong> <strong>Lanka</strong>, regional variations in the IHDI are<br />

not very high (Figure 2.2), which could be attributed<br />

to inclusive health and education policies. Among<br />

districts for which data were available, the loss in human<br />

development owing to inequalities is lowest in Trincomalee<br />

at 9.8 percent, and highest in Badulla at 14.7 percent,<br />

which is closely followed by Kandy at 14.3 percent. The<br />

losses due to inequality in Badulla and Kandy districts<br />

possibly result from large estate populations.<br />
