lowest incidence of both income and multidimensional<br />

poverty. Jaffna and Batticaloa districts have the highest<br />

income and multidimensional poverty. With the rapid<br />

development and improvement of services presently<br />

underway in the Northern and Eastern provinces, the<br />

situation there is expected to improve. Galle, Matara and<br />

Kegalle are in the middle, but they are still characterized<br />

by considerably greater income than multidimensional<br />

poverty. A ranking of districts, designed to enable policy<br />

makers to identify lagging regions for appropriate action,<br />

appears in Table 2.3.<br />
