Beneficiaries <strong>are</strong> monitored by means of regular written reports,<br />
regular meetings with the program owner and regular<br />
independent evaluations. Independent evaluations of the<br />
program <strong>are</strong> carried out every 24 months.<br />
2.4.2.7 Context of the program<br />
The program official assessed the relevance of the program<br />
for the overall national economic/industrial development<br />
strategy as low because it is not embedded in an overall<br />
strategy as there is no Swedish national innovation strategy<br />
for the time being. However, this does not mean that the<br />
Swedish national government does not attach any importance<br />
to cluster policy. Already in 2001 a government communication<br />
on regional development policy stressed the importance<br />
of linking work on clusters and innovation systems<br />
with regional development programs. 57 The development of<br />
a national cluster policy has recently got new momentum,<br />
so that the program official’s assessment may change in the<br />
future. The low relevance in relation to other R&D/innovation<br />
programs was explained through the strategic focus of<br />
the program which is about business development and less<br />
about R&D and innovation (see table below).<br />

Notwithstanding its small relevance the program is according<br />
to the program official well-coordinated with other national<br />
R&D programs, while the coordination with other business<br />
development programs is – given the strategic focus of<br />
the program – surprisingly weak (see figure below).<br />
