The foundation for The Free and Hanseatic City of Hamburg’s<br />

cluster policy strategy was laid in 2002 in the overall concept<br />

of economic development “Metropole Hamburg – Wachsende<br />

Stadt” (Metropolis of Hamburg – A Developing City). This<br />

long-term concept calls for the further development of those<br />

cluster initiatives which were already established in 1997<br />

(cluster initiative “<strong>IT</strong> and Media”) and in 2001 (cluster initiative<br />

“Aerospace”) as public-private-partnerships of the city’s government<br />

and stakeholders from the science sector and industry.<br />

The Life Science and Logistics cluster initiatives were<br />

founded in 2004 respectively 2006. As a result of the further<br />

development of the overall concept of economic development<br />

in 2008 (new title: “Hamburg. Wachsen mit Weitsicht”<br />

(Hamburg. Growth with Foresight)), further cluster initiatives<br />

were established in 2009 (Health C<strong>are</strong> industry), 2010 (Creative<br />

Industries and Renewable Energies) and 2011 (Maritime<br />

Industries). All eight cluster initiatives <strong>are</strong> public-privatepartnerships<br />

and <strong>are</strong> focused on industries - both traditional<br />

(such as maritime and aerospace) and new (such as creative<br />

industries) - that <strong>are</strong> considered to be key industrial sectors<br />

for the future economic development of the city of Hamburg.<br />

In April 2010 the Senate (cabinet) of the Free and Hanseatic<br />

City of Hamburg approved the “Clusterpolitische Gesamtstrategie”<br />

(Cluster Policy Strategy) to utilize cluster initiatives<br />

for economic development even more. To achieve the overall<br />

objective of the strategy - medium and long term support<br />

of economic growth and employment - the strategy consists<br />

of six elements that <strong>are</strong> displayed in the figure on the next<br />

page:<br />
