2.6.2.1 Objectives and Rationale of the Program<br />

In December 2007 the Icelandic Science and Technology Policy<br />

Council (STPC) issued a decision that identified scientific<br />

and economic <strong>are</strong>as in which the country has the potential<br />

to achieve global competitiveness. 69<br />

The collaboration of companies, universities, public institutions<br />

and social groups was considered as a key success factor<br />

in this regard. The STPC also concluded that high quality<br />

manpower, facilities and equipment is not available across<br />

all fields of science in a community counting approx. 5 thousand<br />

FTE’s in research. International cooperation and interdisciplinary<br />

efforts <strong>are</strong> important countermeasures.<br />

The STPC decision identified the following <strong>are</strong>as respectively<br />

actions as important spheres of activity:<br />
