The role of the Centres of Expertise in a<br />
Competence Cluster<br />
A Centre of Expertise represents top-class expertise in terms<br />
of a nationally significant and high-level cluster of skills. A<br />
Centre of Expertise is a network of organizations in a region,<br />
which, together with other parties in the competence cluster,<br />
implements the national Centre of Expertise Program,<br />
relying in its operations on the region’s network of companies,<br />
universities, research institutes and technology centres.<br />
The objectives and procedures of centres of expertise <strong>are</strong><br />
defined based on the needs and opportunities of companies<br />
and other participants in the innovation system, both at a<br />
regional and cluster level.<br />
The functions of a Centre of Expertise include:<br />
• To utilize and disseminate top-class expertise within their<br />
competence cluster and region,<br />
• To increase collaboration among companies, high-level<br />
research and education and other public bodies in<br />
strategically important fields of expertise,<br />
• To create a long-term strategy for innovation based on<br />
the needs and opportunities in the region together with<br />
other centres of expertise in the cluster,<br />
• To prep<strong>are</strong> a wide range of company-based publicprivate<br />
projects for the implementation of innovation<br />
strategy (Competence Cluster Program) and to accelerate<br />
regional development,<br />
• To catalyze growth and internationalization in existing<br />
companies with development potential, and to boost the<br />
use of public and private innovation services, and<br />
• To promote the development of creative innovation<br />
environments, characterized by effective collaboration<br />
and a dynamic of constant development.<br />
A centre of expertise must have a management team<br />
that controls and supervises the activity of the implementing<br />
organization during the program. A centre of expertise<br />
may also have a committee that sets operational targets and<br />
encourages the commitment of different<br />
organizations in the region.<br />
The objectives of the OSKE Program<br />
The overall objective of the OSKE program is<br />
• To create new innovations, products, services, companies<br />
and jobs based on top-class expertise,<br />
• To support inter-regional specialization and division of<br />
duties in order to create internationally competitive<br />
centres of expertise and<br />
• To increase the attraction of regional innovation<br />
