2.2.2.1 Objectives and Rationale of the Program<br />
The Zentrale Innovationsprogramm Mittelstand (Central<br />
Innovation Program SME) was incepted by the Federal Government<br />
in 2008 to cushion the effects of the global economic<br />
crisis by supporting SME in their efforts to maintain<br />
and develop international competitiveness. As a result of the<br />
support SME <strong>are</strong> expected to increase their near-to-market<br />
R&D activities and to commercialize R&D results in a shorter<br />
period of time. Furthermore, an increased collaboration<br />
between SME and research institutions is also expected as a<br />
result of the program.<br />
The program consists of three funding modules, including<br />
the support of collaborative projects of SME (ZIM-KOOP),<br />
the support of individual projects of SME (ZIM-SOLO) and<br />
the support of network projects (ZIM-NEMO). The latter funding<br />
module, ZIM-NEMO, will be presented by this chapter in<br />
more detail as it supports the development of clusters.<br />
The overall objective of ZIM-NEMO is to support the development<br />
of innovative networks that consist of at least six<br />
companies. In the context of this program networks <strong>are</strong> defined<br />
as contract-based collaboration between companies<br />
and institutions that support and complement each other in<br />
technology development activities.<br />
2.2.2.2 Target Group of the Program<br />
Target group of the program <strong>are</strong> SME that collaborate with<br />
other SME or research institutions in a network project.<br />
