2.2.3.1 Objectives and Rationale of the Program<br />
Through the Cluster Offensive Bayern the regional government<br />
of the Federal State Free State of Bavaria supports the<br />
establishment and development of cluster management organizations<br />
in 19 industry fields that <strong>are</strong> key sectors of the<br />
Bavarian economy.<br />
The overall objective of the program is support the global<br />
competitiveness of the Bavarian economy. This is to be<br />
achieved by pursuing the following operational objectives:<br />
• Strengthening of the innovation capacity and dynamic<br />
through cooperation and improved and faster knowledge<br />
and technology transfer between science and industry for<br />
the benefit of commercialization of R&D results<br />
• Increased productivity through cooperation and competition<br />
• Strengthening of the attractiveness of the Free State of<br />
Bavaria and development of a brand<br />
As a result of a comprehensive survey involving government<br />
departments and independent experts 19 industry <strong>are</strong>as<br />
were identified for the establishment of cluster management<br />
organizations. These industry <strong>are</strong>as <strong>are</strong> clustered in thematic<br />
<strong>are</strong>as and include within<br />
• The thematic <strong>are</strong>a “Material development”: new<br />
materials, chemicals and nanotechnology;<br />
• The thematic <strong>are</strong>a “Human being and environment”:<br />
biotechnology, medical engineering, energy technologies,<br />
environmental technologies, wood and food;<br />
• The thematic <strong>are</strong>a “ICT and electrical engineering”: ICT,<br />
sensor technology, power electronics, mechatronics and<br />
automation;<br />
• The thematic <strong>are</strong>a “Services and media”: financial<br />
services and media.<br />
Potential organizations for cluster managements were approached<br />
by the government in 2005/2006. In 2006 19 cluster organizations<br />
were established as a result of this top-down-process.<br />
No further cluster organizations have been established since<br />
then and it is planned to reduce the number by baring underperforming<br />
cluster managements from future funding.<br />
2.2.3.2 Target Group of the Program<br />
Target group of the program <strong>are</strong> companies that <strong>are</strong> located<br />
in the Free State of Bavaria.<br />
• The thematic <strong>are</strong>a “Mobility”: automotive, railway technology,<br />
logistics, aviation and space and satellite navigation;<br />
