Note that this is somewhat different from the rather unlikely scenario presented as Option 2 in Plantec<br />
et al. 2006, in which the extreme conservation scenario involves no consumptive use throughout the<br />
Ramsar site, and all lodges within the delta wetland area being moved to the periphery.<br />
9.3.3 Scenario 3. Wise use<br />
This scenario is based on the land use plan as recommended by Plantec et al. 2006. This is largely<br />
based on the Ramsar planning guidelines for wetland ecosystems. Emphasis is on sustainable<br />
resource use, such that utilisation is within the regeneration capacity of resources and does not alter<br />
the ecological balance of the delta. Land uses in ecologically vulnerable areas, such as molapo<br />
farming and resource harvesting, would be subject to more intensive management, monitoring and<br />
enforcement. Existing lodges would continue, but new ones would only be allowed if this is within the<br />
carrying capacity of the delta. We assume that new photographic lodges are established in the buffer<br />
zone to the west of Moremi. There is emphasis on balancing the need for protection and tourism use,<br />
and the avoidance of disruption of livelihood strategies.<br />
The main differences from present are:<br />
• Part of the commercial and community wildlife utilisation areas are zoned for commercial and<br />
community photographic areas, in order to create a buffer around Moremi;<br />
• The northern most controlled hunting area is changed from undesignated to community<br />
managed photographic area;<br />
• A tourism development area is proposed alongside the wetland below the panhandle in the<br />
Etsha area; and<br />
• Within Moremi, tourism use is zoned into low and medium density and wilderness zone.<br />
