Summary. This regulation on the preparation<br />

<strong>and</strong> management of Army correspondence<br />

has been revised. This revision<br />

establishes three forms of correspondence<br />

authorized for use within the Army: a letter,<br />

a memor<strong>and</strong>um, <strong>and</strong> a message, in<br />

s u p p o r t o f t h e A r m y E f f e c t i v e W r i t i n g<br />

Program.<br />

Applicability. This regulation applies to<br />

all Army personnel, including personnel<br />

of the Army National Guard of the United<br />

States <strong>and</strong> the U.S. Army Reserve, who<br />

manage, prepare, <strong>and</strong> distribute Army correspondence.<br />

During full mobilization, requirements<br />

of this regulation, except those<br />

imposed by Public Law, are exempt.<br />

Proponent <strong>and</strong> exception authority.<br />

The proponent of this regulation is the<br />

Deputy Chief of Staff for Personnel. The<br />

proponent has the authority to approve exceptions<br />

to this regulation that are consistent<br />

with controlling law <strong>and</strong> regulation.<br />

The proponent may delegate this approval<br />

authority, in writing, to a division chief<br />

within the proponent agency in the grade<br />

of colonel or the civilian equivalent.<br />

Army management control process.<br />

This regulation does not contain management<br />

control provisions.<br />
