partner of Greece has been Russia due to energy imports (worth of approximately $1,223<br />

million in 2004) while in terms of other commodities, it is Bulgaria, Romania and Turkey<br />

that rank high. Thus, from the commodity perspective, it is the energy sector (oil, gas<br />

and electricity), with the particularly large volumes of energy exports from Russia that<br />

dominates Greece’s trade with the BSEC12 group.<br />

In terms of the dependence of Greece on BSEC trade measured as the ratio of intraregional<br />

trade and the trade with the rest of the world, Greece is among the least sensitive<br />

to intra-regional trade with an average of 8.9 per cent between 1992 and 2000. 19 This<br />

is witnessed to the two largest markets of the region i.e. Russia and Turkey which are<br />

also among the least dependent countries on regional trade.<br />

The involvement of Greece in the BSEC<br />

One of the weaknesses of regional cooperation in the BSEC format is that it lacks clear<br />

‘leadership’; a benevolent leader that would push for cooperation and undertake part<br />

of its cost. Though Turkey, Russia and Ukraine have been treated as potential leaders<br />

none of these countries has had a constant, comprehensive strategy on where the<br />

BSEC heads to nor did they have the resources needed to deepen regional cooperation.<br />

Taking advantage of its membership to all pan-European organisations in the 1990s,<br />

Greece soon overcame its initial concerns and reluctance and adopted a more confident<br />

and proactive policy towards the BSEC.<br />

It thus managed to host two of the BSEC Related Bodies in Greece; namely the Black<br />

Sea Trade and Development Bank (BSTDB) in Thessaloniki and the International Centre<br />

for Black Sea Studies (<strong>ICBSS</strong>) in Athens. The first one is the developmental tool of the<br />

BSEC providing trade and project financing, guarantees, and equity for development<br />

projects supporting both public and private enterprises in its member countries. The <strong>ICBSS</strong><br />

established in 1998 is the main ‘think tank’ of the Organisation which assists in devising<br />

regional policies.<br />

One of Greece’s concerns has been to assist in the effectiveness of the established<br />

regional bodies and Greece soon became the main financer of the whole BSEC structure<br />

at different levels (intergovernmental, parliamentary, banking, business and research).<br />

Beyond being among the countries with the highest contribution (16.5%) to the budget<br />

of the BSEC and the PABSEC, it also assumes part of the cost of the functioning of the<br />

BSEC Business Council (along with Turkey), covers all operational cost of the <strong>ICBSS</strong><br />

while it has created a special Fund in the BSTDB, and finances the Project Development<br />
