F<strong>in</strong>anc<strong>in</strong>g Agriculture: Selected Approaches for the Engagement of Commercial F<strong>in</strong>ance 107<br />

• Improv<strong>in</strong>g the work<strong>in</strong>g capital of agricultural value cha<strong>in</strong>s helps<br />

players reta<strong>in</strong> earn<strong>in</strong>gs for <strong>in</strong>vestment by default.<br />

• Equity <strong>in</strong>vestment has a major role to play <strong>in</strong> transform<strong>in</strong>g mediumsize<br />

agribus<strong>in</strong>esses <strong>in</strong> <strong>Africa</strong> and sett<strong>in</strong>g them on a renewed high-growth<br />

trajectory.<br />

• Improved capitalization has the effect of improv<strong>in</strong>g access to bank<br />

lend<strong>in</strong>g as a result.<br />

• Larger bus<strong>in</strong>esses tend to have greater growth potential than microenterprises;<br />

these should be the primary target group.<br />

• Effort should be made to avoid too much focus on long-term lend<strong>in</strong>g,<br />

which is a very difficult objective—there is much more opportunity <strong>in</strong><br />

shorter-term f<strong>in</strong>ance and medium-term credit for mach<strong>in</strong>ery and<br />

equipment f<strong>in</strong>anc<strong>in</strong>g if the legal environment is supportive.<br />

<strong>Africa</strong> is a huge and grow<strong>in</strong>g market with a vast export potential for<br />

home-grown agrifood products. There is great promise for <strong>Africa</strong>n<br />

agriprocess<strong>in</strong>g <strong>in</strong> terms of <strong>in</strong>put substitution, but the <strong>in</strong>dustry needs<br />

transformation <strong>in</strong> order to achieve this. F<strong>in</strong>ance is only part of the solution.<br />

There are also major challenges <strong>in</strong> the policy and bus<strong>in</strong>ess environments<br />

and support<strong>in</strong>g <strong>in</strong>frastructure to overcome.<br />

1. Developed markets learned this lesson <strong>in</strong> the 1990s when <strong>in</strong>tense branch<br />

rationalization was halted and sometimes even reversed. To a certa<strong>in</strong> extent,<br />

customers adopted much cheaper mobile and Internet bank<strong>in</strong>g channels.<br />

But when it came to perceptions of the bank as a brand, and when they<br />

needed to make major f<strong>in</strong>ancial services purchases or transactions, the value<br />

of a convenient branch presence was deemed essential.<br />

2. When consider<strong>in</strong>g what “qualifies” as an agricultural bus<strong>in</strong>ess, the def<strong>in</strong>ition<br />

should not be too narrow. Agricultural value cha<strong>in</strong>s depend on a wide range<br />

of ancillary services, so it is useful to expand the def<strong>in</strong>ition of the agricultural<br />

private sector to <strong>in</strong>clude these players.<br />
