South <strong>Africa</strong>: National Urban and Reconstruction Agency<br />
(NURCHA)<br />
The National Urban and Reconstruction Agency (NURCHA) was established <strong>in</strong><br />
1995 <strong>in</strong> South <strong>Africa</strong>. It is funded by the South <strong>Africa</strong>n government <strong>in</strong> partnership<br />
with the Soros Foundation, various overseas donors, and other commercial lenders.<br />
It provides bridg<strong>in</strong>g f<strong>in</strong>ance to contractors and developers <strong>in</strong>volved <strong>in</strong> the<br />
construction of subsidy and affordable hous<strong>in</strong>g, community facilities, and<br />
<strong>in</strong>frastructure.<br />
NURCHA is specially geared to provide construction f<strong>in</strong>ance for contractors or<br />
developers who cannot easily access f<strong>in</strong>ance from the conventional f<strong>in</strong>ancial<br />
<strong>in</strong>stitutions. It can either provide f<strong>in</strong>ance directly for those who do not have access<br />
to conventional bank l<strong>in</strong>es of credit, or assist <strong>in</strong> secur<strong>in</strong>g bank l<strong>in</strong>es of credit for<br />
those more experienced developers.<br />
It sets itself the follow<strong>in</strong>g developmental goals <strong>in</strong> provid<strong>in</strong>g its f<strong>in</strong>anc<strong>in</strong>g:<br />
• Extend the hous<strong>in</strong>g market.<br />
• Maximize options for the construction and f<strong>in</strong>anc<strong>in</strong>g of hous<strong>in</strong>g and related<br />
facilities and <strong>in</strong>frastructure.<br />
• Promote synergy and cooperation between public and private sectors.<br />
• Use NURCHA loans to contribute to the emergence of a new generation of<br />
successful, black-owned construction companies.<br />
Another feature of the <strong>in</strong>itiative can provide assistance from start to f<strong>in</strong>ish of a<br />
project by assist<strong>in</strong>g developers with project appraisal, cost assessments, gett<strong>in</strong>g<br />
guarantees, sourc<strong>in</strong>g of build<strong>in</strong>g materials, project management, and so on.<br />

to compete. So although it may seem a politically attractive way to<br />
expand hous<strong>in</strong>g f<strong>in</strong>ance, the experience has been quite the opposite, with<br />
large, <strong>in</strong>efficient organizations that rapidly accumulate portfolios of nonperform<strong>in</strong>g<br />
loans. This situation is by no means unique to <strong>Africa</strong>, but <strong>in</strong><br />
the absence of other providers it makes the failures all the more stark.<br />
The supply of hous<strong>in</strong>g microf<strong>in</strong>ance loans to the <strong>in</strong>formal sector<br />
rema<strong>in</strong>s limited and typically conf<strong>in</strong>ed to nongovernmental organizations<br />
(NGOs), pilot exercises, and donor-funded <strong>in</strong>stitutions. Lenders can be
