Microf<strong>in</strong>ance <strong>in</strong> <strong>Africa</strong><br />

Microf<strong>in</strong>ance has been frequently celebrated as a panacea to help remedy<br />

poverty <strong>in</strong> a f<strong>in</strong>ancially susta<strong>in</strong>able way among those who could not be<br />

reached previously: those without collateral and, very prom<strong>in</strong>ently,<br />

women. Hence, it is understandable that after the outreach success of<br />

microf<strong>in</strong>ance <strong>in</strong>stitutions (MFIs) <strong>in</strong> South Asia, they were soon to be<br />

spotted <strong>in</strong> other regions, <strong>in</strong>clud<strong>in</strong>g <strong>Africa</strong>. S<strong>in</strong>ce their appearance, MFIs<br />

have been credited with the promise of decreas<strong>in</strong>g the levels of f<strong>in</strong>ancially<br />

excluded people on the cont<strong>in</strong>ent. A decrease is necessary as currently<br />

countries on the cont<strong>in</strong>ent display levels of exclusion rang<strong>in</strong>g from<br />

23.5 percent <strong>in</strong> South <strong>Africa</strong> (F<strong>in</strong>Scope 2010a) to as high as 78 percent<br />

<strong>in</strong> Mozambique (F<strong>in</strong>Scope 2009a), with many other countries somewhere<br />

<strong>in</strong> between. But have MFIs delivered on this <strong>in</strong>herent promise of<br />

f<strong>in</strong>ancial <strong>in</strong>clusion? This chapter will first provide a quick reality check,<br />

p<strong>in</strong>n<strong>in</strong>g down precisely the efficacy of microf<strong>in</strong>ance on the <strong>Africa</strong>n cont<strong>in</strong>ent<br />

<strong>in</strong> terms of growth and outreach <strong>in</strong> the previously excluded groups.<br />

Build<strong>in</strong>g on that clear understand<strong>in</strong>g of the actual situation, the second<br />

part of the chapter will outl<strong>in</strong>e current obstacles to the microf<strong>in</strong>ance mission<br />

on the cont<strong>in</strong>ent, as well as some selected <strong>in</strong>dustry and regulatory<br />

best-practice solutions to these obstacles.<br />
