property rights and register liens on property. This system should be<br />
cheap, efficient, and reliable. In addition, taxes related to property<br />
transactions should carefully balance fiscal revenue-rais<strong>in</strong>g needs with<br />
the efficient work<strong>in</strong>g of the property market.<br />
The recommendations laid out here are just a beg<strong>in</strong>n<strong>in</strong>g. <strong>Africa</strong>’s hous<strong>in</strong>g<br />
needs are vast and especially difficult to manage because they are so<br />
diverse. But, as these recommendations show, there is much that can be<br />
done to beg<strong>in</strong> to address the issues and look for solutions. Each country<br />
will need to f<strong>in</strong>d its own way forward, but many lessons have already<br />
been learned, and there are many ways to improve the situation. Some of<br />
them have been presented here.<br />
