Foreword<br />
In their own way, each paper po<strong>in</strong>ts to the need to address <strong>Africa</strong>’s<br />
f<strong>in</strong>ancial sector challenges with domestic solutions. F<strong>in</strong>anc<strong>in</strong>g <strong>Africa</strong>:<br />
Through the Crisis and Beyond, published <strong>in</strong> 2011—for which the papers<br />
<strong>in</strong> this volume were commissioned as background papers—rightly<br />
adopted the mantra “best fit” rather than “best practice.” The papers <strong>in</strong> this<br />
publication re<strong>in</strong>force this position. For example, when I speak with <strong>in</strong>vestors<br />
and bankers <strong>in</strong> <strong>Africa</strong>, many of them emphasize that banks are highly<br />
liquid, both from resources with<strong>in</strong> and outside <strong>Africa</strong>. Remittances sent<br />
back by the <strong>Africa</strong>n diaspora have become an important element of these<br />
resources. Our collective challenge is to pay attention to the growth of<br />
<strong>Africa</strong>’s domestic fund<strong>in</strong>g base—that is, better mobiliz<strong>in</strong>g domestic<br />
sav<strong>in</strong>gs, especially from the <strong>in</strong>formal sectors, and improv<strong>in</strong>g the<br />
<strong>in</strong>termediation capacity of formal f<strong>in</strong>ance to ensure that <strong>Africa</strong>’s growth<br />
is susta<strong>in</strong>ably funded over the long term. Hence, a focus on strengthen<strong>in</strong>g<br />
the local f<strong>in</strong>ancial sector and deepen<strong>in</strong>g local f<strong>in</strong>ancial markets is central.<br />
By digg<strong>in</strong>g deeper <strong>in</strong>to some of the critical themes presented <strong>in</strong><br />
F<strong>in</strong>anc<strong>in</strong>g <strong>Africa</strong>, this current book will help policy makers concentrate on<br />
the critical issue of the effectiveness and efficiency of the f<strong>in</strong>ancial <strong>in</strong>termediation<br />
function, <strong>in</strong> the midst of the unique political economy<br />
environment present <strong>in</strong> <strong>Africa</strong>, with realism and pragmatism. As the last<br />
paper rem<strong>in</strong>ds us, susta<strong>in</strong>able reforms require a will<strong>in</strong>gness to work with<br />
second-best policies. Some political environments, for example, may<br />
make it difficult to rely on efficient courts to promote f<strong>in</strong>ancial <strong>in</strong>clusion.<br />
In such countries a focus on the low-hang<strong>in</strong>g fruit, such as encourag<strong>in</strong>g<br />
relationship-lend<strong>in</strong>g schemes or social entrepreneurship, might offer<br />
limited progress but also a more promis<strong>in</strong>g way forward.<br />
I, therefore, look forward to the debate that this book will foster on the<br />
selected topics it covers. Each is excit<strong>in</strong>g for <strong>Africa</strong> <strong>in</strong> its own right.<br />
I thank the editors and contributors for their work as it not only makes a<br />
critical contribution to our research and th<strong>in</strong>k<strong>in</strong>g about f<strong>in</strong>ancial sector<br />
development <strong>in</strong> <strong>Africa</strong>, but also highlights areas where we do not yet<br />
know enough and need more th<strong>in</strong>k<strong>in</strong>g. I am hopeful that <strong>F<strong>in</strong>ancial</strong> <strong>Sector</strong><br />
<strong>Development</strong> <strong>in</strong> <strong>Africa</strong>: <strong>Opportunities</strong> and Challenges will help us all <strong>in</strong><br />
better implement<strong>in</strong>g and support<strong>in</strong>g the f<strong>in</strong>ancial sector agenda <strong>in</strong> <strong>Africa</strong>.<br />
