Europe, Central Asia, and the Middle East, these figures still br<strong>in</strong>g <strong>Africa</strong>’s<br />

borrower penetration rate to just 1.6 percent 2 — significantly lower than<br />

all other regions globally, aside from Eastern Europe and Central Asia.<br />

The sav<strong>in</strong>gs penetration rate is somewhat higher at 4.0 percent.
