Alexandra Jarotschk<strong>in</strong>, Consultant, <strong>Development</strong> Economics Research<br />

Group, Macroeconomics and Growth Team (DECMG), <strong>World</strong> <strong>Bank</strong>:<br />

Prior to jo<strong>in</strong><strong>in</strong>g DECMG, Alexandra was a Mercator Fellow, work<strong>in</strong>g <strong>in</strong><br />

the <strong>Africa</strong> F<strong>in</strong>ance and Private <strong>Sector</strong> <strong>Development</strong> Department<br />

<strong>in</strong> Wash<strong>in</strong>gton, DC, as well as <strong>in</strong> the International Monetary Fund’s<br />

Resident Representative Office <strong>in</strong> Tanzania. A German National<br />

Academic Foundation and Friedrich Ebert Stiftung Scholar, Alexandra<br />

holds an MA <strong>in</strong> International Economics, F<strong>in</strong>ance, and <strong>Development</strong><br />

from the School of Advanced International Studies, Johns Hopk<strong>in</strong>s<br />

University, and a BA from the Free University of Berl<strong>in</strong>.<br />

Thomas Losse-Mueller, <strong>F<strong>in</strong>ancial</strong> <strong>Sector</strong> Specialist, <strong>World</strong> <strong>Bank</strong>: Thomas<br />

jo<strong>in</strong>ed the <strong>World</strong> <strong>Bank</strong> <strong>in</strong> 2004, where he has worked on f<strong>in</strong>ancial and<br />

private sector development projects <strong>in</strong> a variety of <strong>Africa</strong>n and Eastern<br />

European countries. From 2008 to 2010, he led work on behalf of the<br />

German government <strong>in</strong> support<strong>in</strong>g the establishment of the Partnership<br />

for Mak<strong>in</strong>g F<strong>in</strong>ance Work for <strong>Africa</strong>. Prior to jo<strong>in</strong><strong>in</strong>g the <strong>World</strong> <strong>Bank</strong>, he<br />

worked <strong>in</strong> risk management for an <strong>in</strong>ternational <strong>in</strong>vestment bank. He<br />

holds degrees <strong>in</strong> Economics from the School of Oriental and <strong>Africa</strong>n<br />

Studies and the University of Cologne.<br />

David Porteous, Manag<strong>in</strong>g Director, <strong>Bank</strong>able Frontier Associates: David<br />

has been <strong>in</strong>volved <strong>in</strong> development f<strong>in</strong>ance <strong>in</strong>ternationally for the past two<br />

decades. He has had executive roles <strong>in</strong> public and private f<strong>in</strong>ancial <strong>in</strong>stitutions<br />

<strong>in</strong> <strong>Africa</strong>, and is the founder and manag<strong>in</strong>g director of <strong>Bank</strong>able<br />

Frontier Associates, a consult<strong>in</strong>g firm based <strong>in</strong> Boston. The firm specializes<br />

<strong>in</strong> advis<strong>in</strong>g on policy and strategy that promote f<strong>in</strong>ancial <strong>in</strong>clusion,<br />

serv<strong>in</strong>g f<strong>in</strong>ancial regulators and policy makers, private f<strong>in</strong>ancial providers,<br />

bilateral and multilateral donors, and private foundations around the<br />

world. The firm seeks to optimize the return on its triple bottom l<strong>in</strong>es of<br />

f<strong>in</strong>ancial return, a positive social impact on end-clients, and the build<strong>in</strong>g<br />

of the knowledge base <strong>in</strong> the sector.<br />

Simon Walley, Hous<strong>in</strong>g F<strong>in</strong>ance Program Coord<strong>in</strong>ator, <strong>F<strong>in</strong>ancial</strong> and Private<br />

<strong>Sector</strong> <strong>Development</strong>, <strong>World</strong> <strong>Bank</strong>: Simon jo<strong>in</strong>ed the <strong>World</strong> <strong>Bank</strong> <strong>in</strong> 2006,<br />

work<strong>in</strong>g on a range of countries from Central Asia, Eastern Europe, the<br />

Middle East, and Sub-Saharan <strong>Africa</strong>. In particular he has worked on the
