target the right population and provide the right <strong>in</strong>centive structure.<br />
• Guarantee or <strong>in</strong>surance mechanisms also have a role to play. Another way<br />
to <strong>in</strong>centivize lenders to move downmarket is to create a guarantee or<br />
<strong>in</strong>surance mechanism. Morocco has a particularly successful scheme,<br />
described <strong>in</strong> box 4.7. As with subsidies, the schemes have to be carefully<br />
designed to have the right impact and target the right population. Guarantees<br />
should also be properly accounted for and represent a cont<strong>in</strong>gent<br />
liability on the balance sheet of government. Private <strong>in</strong>surance schemes<br />
are unlikely to be successful currently given the lack of data, which is<br />
essential <strong>in</strong> manag<strong>in</strong>g the risk and pric<strong>in</strong>g private mortgage <strong>in</strong>surance.<br />
Sound Macroeconomic Management<br />
This recommendation may seem obvious, but the actual impact of stable<br />
<strong>in</strong>flation is often underestimated. This chapter presents several examples<br />

The Moroccan FOGARIM Guarantee Scheme for<br />
Low-Income Hous<strong>in</strong>g F<strong>in</strong>ance<br />
Created <strong>in</strong> 2004, FOGARIM (Guarantee Fund for Irregular and Modest<br />
Earners) targets primarily low-<strong>in</strong>come households with irregular earn<strong>in</strong>gs. It provides<br />
guarantees cover<strong>in</strong>g 70 percent of losses on mortgage loans. Because of the<br />
type of <strong>in</strong>come of the borrowers, the ma<strong>in</strong> selection criteria are prices (limited to<br />
US$25,000) and the level of monthly <strong>in</strong>stallments, capped at about the equivalent<br />
of US$200 (at the upper-<strong>in</strong>come threshold) and 40 percent of the households’<br />
<strong>in</strong>come (at the lower threshold). Guarantee can be enforced after n<strong>in</strong>e months <strong>in</strong><br />
arrears, once the foreclosure process has been <strong>in</strong>itiated. After an <strong>in</strong>itial phase<br />
where guarantees were granted for free, FOGARIM switched to a risk-l<strong>in</strong>ked premium<br />
system, where the amount of premiums is <strong>in</strong>versely l<strong>in</strong>ked to the size of the<br />
down payment.<br />
In 2009, FOGARIM was merged with another guarantee fund that targeted the<br />
moderate-<strong>in</strong>come civil servants, middle-class <strong>in</strong>dependent workers, and nonresident<br />
Moroccans buy<strong>in</strong>g or build<strong>in</strong>g houses worth to US$100,000. The consolidated<br />
fund, Damane Assakane, was guarantee<strong>in</strong>g DH 9.3 billion at the end of 2010<br />
(US$1.2 billion), while its own funds amounted to DH 0.95 billion.<br />
