by the mine foreman or his assistants at least once a week, and all<br />

danger found existing therein shall be immediately removed. A report<br />

of said examination shall be recorded in a book kept at the colliery<br />

for that purpose and signed by the person making the same.<br />

Rule 5.<br />

In mines generating explosive gases, the mine foreman or<br />

his assistant shall make a careful examination every morning of all<br />

working places and traveling roads and all other places which might<br />

endanger the safety of the workmen, before the workmen shall enter<br />

the mine, and such examination shall be made with a safety lamp<br />

within three (3) hours at most, before time for commencing work,<br />

and a workman shall not enter the mine or his working place until<br />

the said mine or part thereof and working place are reported to be<br />

safe. Every report shall be recorded without delay in a book which<br />

shall be kept at the colliery for the purpose and shall be signed by<br />

the person making the examination.<br />

Kule 6. The person who makes said examination shall establish<br />

proof of the same by marking plainly the date thereof at the face of<br />

each working place and all other places examined.<br />

Rule 7. A station or stations shall be established at the entrance<br />

to each mine or different parts of each mine, as the case may require,<br />

and a workman shall not pass beyond any such station until the<br />

mine or part of the mine beyond the same has been inspected and<br />

reported to be safe. It shall be the duty of the fire boss to remain<br />

at the danger station until relieved by some person authorized by<br />

himself or the mine foreman, who shall stand guard until said mine<br />

or part of mine shall be reported safe, and he shall not let any person<br />

pass without permission from the fire boss.<br />

Rule 8. If at any time it is found by the person for the time being<br />

in charge of the mine or any part thereof, that by reason of noxious<br />

gases prevailing in such mine or such part thereof, or of any cause<br />

whatever the mine or the said part is dangerous, every precaution<br />

shall be used to ensure the safety of the workmen; and every workman,<br />

except such persons as may be required to remove the danger,<br />

shall be withdrawn from the mine, or such part thereof as is so found<br />

dangerous, until the said mine or said part thereof is examined by<br />

a competent person and reported by him to be safe.<br />

Rule 9. In every working approaching any place where there is<br />

likely to be accumulation of explosive gases, or in any working in<br />

which danger is imminent from explosive gases, no light or fire other<br />

than a locked safety lamp shall be allowed or used. Whenever safety<br />

lamps are required in any mine they shall be the property of the<br />

owner of said mine, and a competent person, who shall be appointed<br />

for the purpose, shall examine every safety lamp immediately before<br />

it is taken into the workings for use, and ascertain it to be clean, safe<br />

and securely locked, and safety lamps shall not be used until they
