«Evaluation, Synthesis and Formulation of Proposals for the Use of ICTin the Tourism Sector»Study for the modernisation and the simplification of subsidies processes of tourist SMEDescriptionThe existing mechanisms of financing the tourist enterprises have certain weaknesses. As an example,the integration processes of a company in a financing program are considered as time-consuming andlaborious, especially for the small and medium-sized enterprises, which also need more the subsidy.In certain cases the criteria of attendance and/or the subsidy’s time delay are prohibitory for the smalland medium-sized enterprises. Also, as it is pointed out in the “New Synthetic Document for thePlanning of Interventions of the Programmatic Period 2007-2013 in the Tourism Sector”, revision andactualisation of eligible tasks for the modernisation of hotels are required.Other problems spring from the nature of the financing processes which are related with technologicalsectors that are developed permanently. Concretely, the small and medium-sized enterprises arecalled to be upgraded with modern technologies, without however to attend intermediary transparentstages. The bigger enterprises do not also consider certain the depreciation of their investmentespecially for high technology issues.The objective of the project is the development of a study on the modernisation and simplification ofthe subsidy processes for the tourist enterprises, especially for the SMEs. The study should cover thefollowing subjects:• Mapping of the existing situation: Usage of the subsidies from tourist enterprises, obstacles andproblems.• Field research about the profit of tourist enterprises that have adopted ICT methods viasubsidised programs.• Development of proposals:- For the improvement of Developmental Law, so much on the revision and actualisation ofeligible expenses, terms of attendance and relative processes, as long as for the cover ofother alternative types of tourism, based on the mapping of the existing situation and theresults of field research.- More specifically, for the simplification of the current time consuming subsidy processes forthe acquisition of basic equipment (PC, connection with the internet) and internet services.- For the announcement policy, the provision of motives for attendance to small and mediumsizedenterprises, the encouragement of collaboration and the creation of tourist clusters inthe frame of financed projects.The project requires the communication with the most important tourist institutions.Implementation Implementation PeriodImplementation CostBodyMinistry of Tourism 2008 150,000 € (estimation)GTOVersion 1Month: December Year: 200772
