<strong>An</strong> <strong>Unhealthy</strong> <strong>America</strong><strong>Milken</strong> <strong>Institute</strong>ABOUT THE AUTHORSRoss DeVol is Director <strong>of</strong> Regional <strong>Economic</strong>s and the Center for Health <strong>Economic</strong>s at the <strong>Milken</strong> <strong>Institute</strong>. Heoversees the <strong>Institute</strong>’s research on the dynamics <strong>of</strong> comparative regional growth performance, and technologyand its impact on regional and national economies. DeVol authored the ground-breaking study <strong>America</strong>’s High-Tech Economy: Growth, Development, and Risks for Metropolitan Areas, an examination <strong>of</strong> how clusters <strong>of</strong> high-techindustries across the country affect economic growth in those regions. He also created the Best Performing CitiesIndex, an annual ranking <strong>of</strong> U.S. metropolitan areas that shows where jobs are being created and economies aregrowing. His most recent work involves the study <strong>of</strong> biotechnology and other life science clusters, and the impactthese industries have on regional economies. He was the lead author <strong>of</strong> Mind-to-Market: A Global <strong>An</strong>alysis <strong>of</strong>University Biotechnology Transfer and Commercialization, released in September 2006, which looked at thecommercialization <strong>of</strong> university-developed intellectual property on a global basis, with particular focus on thefield <strong>of</strong> biotechnology. Prior to joining the <strong>Institute</strong>, DeVol was senior vice president <strong>of</strong> Global Insight Inc. (formerlyWharton Econometric Forecasting), where he supervised the Regional <strong>Economic</strong> Services group. He was the firm’schief spokesman on international trade. He also served as the head <strong>of</strong> Global Insight’s U.S. Long-Term MacroService and authored numerous special reports on behalf <strong>of</strong> the U.S. Macro Group. He has been ranked among the“Super Stars” <strong>of</strong> Think Tank Scholars by International Economy magazine.Armen Bedroussian is a Research Economist with the <strong>Institute</strong>’s Regional <strong>Economic</strong>s group. His research focuseson econometrics, statistical methods and other modeling techniques. Before joining the <strong>Institute</strong>, he was aneconomics teaching assistant, in micro- and macroeconomics, at the University <strong>of</strong> California, Riverside. Bedroussianhas co-authored numerous studies, including <strong>The</strong> Impact <strong>of</strong> 9/11 on U.S. Metropolitan Economies; ManufacturingMatters: California’s Performance and Prospects; <strong>America</strong>’s Biotech and Life Science Clusters; Biopharmaceutical IndustryContributions to U.S. and State Economies; <strong>The</strong> Greater Philadelphia Life Sciences Cluster; <strong>Economic</strong> Benefits <strong>of</strong> ProposedUniversity <strong>of</strong> Central Florida College <strong>of</strong> Medicine, and others. In addition to co-authoring annual reports on BestPerforming Cities, Bedroussian is responsible for compiling the <strong>Milken</strong> <strong>Institute</strong>’s Cost <strong>of</strong> Doing Business Index. Heearned a B.S. in applied mathematics and a master’s in economics from UC Riverside.<strong>An</strong>ita Charuworn is a Research <strong>An</strong>alyst in Regional <strong>Economic</strong>s at the <strong>Institute</strong>. Her projects involve estimating theintergenerational impacts <strong>of</strong> health improvements on state-level productivity, as well as compiling the StateTechnology and Science Index. Charuworn received her Ph.D. in economics from the University <strong>of</strong> California,Irvine, and a bachelor’s degree in economics from the University <strong>of</strong> California, Los <strong>An</strong>geles. Her research examinesthe distribution impact <strong>of</strong> public policies on health outcomes, and how intellectual property rights protectiondrives innovation within pharmaceuticals. Prior to joining the <strong>Institute</strong>, she worked as a business consultant,advising clients on ways to develop competitive pricing strategies in a global marketplace.<strong>An</strong>usuya Chatterjee is a Research <strong>An</strong>alyst in the Regional <strong>Economic</strong>s group at the <strong>Institute</strong>. Her expertise covershealth-care economics, labor economics, economic forecasting, and public-policy issues. Her doctoral dissertationexamined the effects <strong>of</strong> the Head Start program on children’s cognitive development and receipt <strong>of</strong> preventivehealth care. She co-authored “Forecasting Macroeconomic Indicators <strong>of</strong> Indiana in a Bayesian VAR Framework”(published in the Journal <strong>of</strong> Business and <strong>Economic</strong> Perspectives), “Effects <strong>of</strong> Macroeconomic News <strong>An</strong>nouncementson Stock Returns” (published in Proceedings <strong>of</strong> the Midwest Business <strong>Economic</strong>s Association Meeting, 2005) and“Estimating the Cost <strong>of</strong> Providing Outpatient Chemical Dependency Treatment Services in New York State”(presented at the Association for Health Services Research annual meeting in 2000).
