Walter F. FrankMr. Frank has more than 33 years of experience in the process industries, with nearly 20years as a risk, reliability, and safety consultant. Prior to joining ABS Consulting, hespent 24 years with DuPont where he held assignments in the areas of plant technicalsupport, manufacturing supervision, research and development, design, project startup,and process safety consulting.Mr. Frank provides support to industry and governmental agencies in the areas ofconsequence assessment, quantitative risk assessment, incident investigation, explosionhazard evaluation and control, the application and enhancement of PSM systems,auditing, regulatory compliance, and safety culture evaluation and growth. Since joiningABS Consulting, he has participated in over 50 PSM audits and program evaluations,most often as the audit team leader, including several 3 rd -party “consent decree-type”situations.Mr. Frank wrote the chapters on auditing and process safety culture for the forthcomingCenter for Chemical Process Safety (CCPS) book Guidelines for Risk Based ProcessSafety and was the principal author of the CCPS publication Revalidating ProcessHazard Analyses. He is a contributing author to the CCPS Guidelines for Managementof Change, as well as the process safety chapter for the 8 th edition of Perry’s ChemicalEngineers’ Handbook.Mr. Frank received a B.S. degree in chemical engineering from Rose-Hulman Institute ofTechnology in 1973. He is a registered Professional Engineer in the state of Delawareand a Fellow of the American Institute of Chemical Engineers. He is also a member ofthe NFPA and chairs the NFPA Technical Committee on Handling and Conveying ofDusts, Vapors, and Gases.40
