| Talking Points 議 論 縱 橫 |Chairman’s Desk 主 席 之 言為 會 員 和 香 港 服 務Serving Members and Hong KongC K Chow isChairman of theHong KongGeneral Chamberof Commerce.周 松 崗 為 香 港 總 商 會主 席 。By C K Chow 周 松 崗Iam honored to have been elected Chairman of theChamber. As it is traditional on occasions such as this, asthe incoming Chairman I would like to share with youmy vision for the Chamber. From my perspective, there areseveral key areas which require our continued attention.First and foremost is Hong Kong’s economic progress anddevelopment. It could be argued that Hong Kong has neverbeen a place where people or companies have depended ongrand visions by Government to determine the direction ofthe economy. In fact, Hong Kong’s successful transformationfrom a manufacturing hub to a services centre was based onmarket forces and business people’s entrepreneurial spiritrather than Government blueprints. However, from thediscussions in our policy forums, it was clear Hong Kongneeds a long-term plan to steer us forward. Key among theseis our integration with the Mainland.I believe we must pay attention to Hong Kong’s positioningas an international business centre. Much of our success is basedon our international connections. Now that Chinese companiesare looking to expand overseas, our role has been reversed frombringing international investors into China, to helping Mainlandbusinesses go out and invest around the world. But to do that,it is essential that we remain an international city inside China.Should we become another city in China, then our usefulnessand appeal will be significantly less.Our advocacy work is second to none, and we need tomake sure the voice of the business community is clearlyheard in Hong Kong. We are making some noticeableprogress on this front recently by being more visible in theeyes of the public. Going forward, we need to continue to takea leading role and providing constructive input to relevantGovernment departments.As Chairman of the Chamber’s Membership Committeefor the past two years, it was very clear that first and foremostwe must ensure that as an organisation we remain responsiveto our members. We need to continue to offer a broad rangeof activities that provide benefits for businesses of all sizesand all scopes and for individuals from all sectors. Again weare improving our work in this regard, whether it be assistingmembers in expanding their presence in Hong Kong andthe Mainland or organising missions to explore untappedbusiness opportunities in other parts of the world, we need toprovide value for the membership.As I assume the role of Chairman, I look forward toserving the interests of all of you. Ultimately, our goal is toensure this great city goes from strength to strength and thatmembers benefit from our advocacy work and from beingmembers of the Chamber.本人 很 榮 幸 獲 選 為 香 港 總 商 會 主 席 。 傳 統上 , 新 任 主 席 都 會 與 各 位 分 享 一 下 對 總商 會 的 願 景 。 我 認 為 , 我 們 需 要 繼 續 關注 幾 個 重 要 範 疇 。首 先 是 香 港 的 經 濟 發 展 。 有 人 說 , 香 港 從 來不 是 一 個 倚 靠 政 府 來 決 定 其 經 濟 路 向 的 地 方 , 市民 和 商 界 都 不 用 依 賴 政 府 的 鴻 圖 大 計 。 事 實 上 ,香 港 得 以 從 製 造 業 樞 紐 成 功 轉 型 為 服 務 中 心 , 並非 依 靠 政 府 定 下 的 施 政 藍 圖 , 而 是 建 基 於 市 場 力量 和 商 家 的 創 業 精 神 。 不 過 , 在 本 會 剛 舉 辦 的 來屆 政 府 政 策 發 展 論 壇 卻 發 現 , 香 港 很 明 顯 需 要 長遠 的 規 劃 , 以 引 領 我 們 前 進 , 而 當 中 的 關 鍵 是 中港 兩 地 融 合 。我 認 為 , 我 們 必 須 留 意 香 港 的 國 際 商 業 中 心地 位 。 我 們 的 成 功 實 有 賴 與 國 際 的 聯 繫 。 隨 著 中國 企 業 紛 紛 尋 求 拓 展 海 外 市 場 , 我 們 的 角 色 已 從協 助 中 國 吸 納 國 際 投 資 者 , 轉 移 至 協 助 內 地 企 業走 出 去 , 投 資 全 球 。 但 要 達 到 這 個 目 標 , 我 們 必須 維 持 香 港 作 為 中 國 國 際 城 市 的 地 位 。 要 是 我 們淪 為 中 國 一 個 普 通 的 城 市 , 那 麼 我 們 的 作 用 和 吸引 力 就 會 大 大 下 降 。本 會 的 政 策 倡 議 工 作 首 屈 一 指 , 我 們 需 要 清楚 傳 達 商 界 的 聲 音 。 隨 著 近 日 我 們 的 曝 光 率 不 斷增 加 , 我 們 在 這 方 面 已 有 顯 著 進 步 。 展 望 未 來 ,我 們 需 要 繼 續 擔 當 領 導 角 色 , 並 向 相 關 政 府 部 門提 供 具 建 設 性 的 意 見 。過 去 兩 年 , 作 為 總 商 會 會 員 關 係 委 員 會 主席 , 我 深 切 體 會 商 界 組 織 , 首 要 確 保 能 回 應 會 員的 需 要 。 我 們 要 繼 續 舉 辦 各 式 各 樣 的 活 動 , 讓 各行 各 業 和 市 民 大 眾 受 惠 。 本 會 正 改 善 這 個 範 疇 的工 作 , 無 論 是 協 助 會 員 拓 展 香 港 和 內 地 業 務 , 或是 組 織 考 察 團 探 索 世 界 各 地 未 開 發 的 商 機 , 我 們都 需 要 為 會 員 創 優 增 值 。隨 著 本 人 履 新 , 我 期 望 能 為 各 位 會 員 的 權 益服 務 。 我 們 的 最 終 目 標 是 確 保 這 個 優 秀 城 市 能 夠繼 往 開 來 、 精 益 求 益 , 而 會 員 亦 可 因 應 我 們 的 政策 倡 議 工 作 和 會 員 服 務 受 惠 。www.chamber.org.hk/Blogchairman@chamber.org.hk2 June 2012 The Bulletin 工 商 月 刊
