| Chamber in Review 活 動 重 溫 |儘管 2011 年 發 生 的 世 界 大 事 使 全 球 陰 霾 密 布 , 但 總 商 會 仍 能 創 造佳 績 , 以 晚 宴 形 式 祝 賀 本 會 150 周 年 會 慶 。 此 外 , 我 們 的 會 慶活 動 還 包 括 「 免 費 乘 搭 車 船 日 」, 讓 全 港 市 民 免 費 乘 坐 本 會 特設 的 電 車 和 渡 輪 服 務 , 與 眾 同 樂 。 香 港 郵 政 亦 推 出 一 套 紀 念 郵 票 , 標 誌了 本 會 成 立 百 五 載 的 重 要 里 程 。2011 年 的 另 一 里 程 碑 , 是 委 任 袁 莎 妮 為During 總 商 會 首 位 女 總 裁 , 協 助 本 會 展 現 更 與 時 並 進 、 活 力 充 沛 的 形 象 。the first half of 2011, staff worked extremelyhard on ensuring that our 150th anniversary was a國 際 事 務celebration befitting such a distinguished milestone.2011 年 對 本 地 商 界 而 言 是 困 難 的 一 年 , 特 別 是 從 宏 觀 的 國 際 視 野 來看 , 就 更 顯 艱 巨 。 世 界 大 事 主 宰 一 切 , 但 面 對 全 球 動 盪 , 本 區 卻 仍 然 相對 平 靜 。 香 港 方 面 , 幸 好 本 地 市 場 表 現 強 勁 , 這 主 要 有 賴 旅 遊 業 。 內 地旅 客 人 數 錄 得 雙 位 數 增 長 , 推 動 了 業 界 發 展 。 去 年 , 香 港 訪 客 人 數 達4,200 萬 人 , 當 中 約 2,800 萬 人 為 內 地 旅 客 , 佔 整 體 市 場 約 66%。 簡 而 言之 , 內 地 旅 客 使 本 地 經 濟 持 續 暢 旺 。政 策 倡 議總 商 會 致 力 游 說 政 府 協 助 企 業 紓 困 , 減 輕 他 們 面 對 訂 單 和 現 金 流 日益 減 少 的 壓 力 。 財 政 司 司 長 在 預 算 案 中 公 布 的 不 少 建 議 , 都 是 總 商 會 所建 議 或 大 力 提 倡 的 措 施 , 以 協 助 企 業 應 付 全 球 經 濟 低 迷 , 包 括 優 化 中 小企 融 資 擔 保 計 劃 、 寬 減 利 得 稅 , 以 及 寬 免 商 業 登 記 費 等 。2011 年 3 月 公 布 的 國 家 「 十 二 五 」 規 劃 , 採 納 了 總 商 會 就 香 港 作 為離 岸 人 民 幣 及 財 富 管 理 中 心 應 如 何 定 位 , 向 中 央 和 香 港 政 府 提 出 的 逾 九成 建 議 。在 2011 年 12 月 公 布 的 CEPA 補 充 協 議 八 中 , 多 項 服 務 業 開 放 、 貿 易投 資 便 利 措 施 等 , 都 是 取 材 自 總 商 會 的 CEPA 願 望 清 單 。除 了 竭 力 促 進 商 貿 外 , 我 們 亦 就 多 項 議 題 遞 交 了 35 份 立 場 書 。 本 會的 政 策 部 門 花 了 大 部 分 時 間 研 究 《 競 爭 條 例 草 案 》。 我 特 別 想 鳴 謝 專 家工 作 小 組 的 成 員 , 感 謝 他 們 付 出 不 少 努 力 和 時 間 , 向 政 府 提 出 修 訂 草 案的 合 理 論 據 , 以 維 持 香 港 的 競 爭 力 。CEO’s Report 總 裁 報 告2011 was also the year that I took the reins of the ChamberSecretariat. Building on the solid foundations that have stoodus in good stead for many years, I felt there was a need to refocusour sights on our core business: namely policy advocacy,and as a knowledge and networking platform for business.We submitted 35 position papers last year to the Governmentsetting out our concerns and recommendations on afull range of policy issues affecting businesses. On this, we arehugely indebted to the hard work of our various policy committees.For instance, on the Competition Bill, we have been workingtirelessly behind the scenes meeting with government officialsand international experts to clearly present areas of seriousconcern. And, we have also been working very closely withour Legislative Representative, the Hon Jeffrey Lam, backedup by intellectual support and best practices of other jurisdictions,to ensure we get the business sectors’ concerns acrossto legislators. We have had some successes in persuading theGovernment to accept our proposals, but we also remain con-商 務 聯 繫cerned about the many ambiguities in the Bill and are urging除 了 倡 議 工 作 , 總 商 會 亦 在 2011 年 舉 辦 了 多 姿 多 采 的 活 動 。 我 們 通the Government to act before it is too late as the Bill is scheduledfor second and third reading very soon.
