HK$100 billion scheme this month by reducing the guaranteefee paid by SMEs and raising their maximum loanguarantee ratio from 70% to 80%.• A “microfinance scheme” to provide business start-up loansto those who are dedicated to establishing their own business,including SMEs which have established business forless than five years, will take off around mid-year.• A dedicated fund of HK$1 billion, which aims to help HongKong enterprises to develop their brands and promote theirproducts in the mainland domestic market, will be set up inmid-year.• The Hong Kong Export Credit Insurance Corporation(ECIC) unveiled new measures such as offering policyholdersvarious premium discounts. TheCommittee will continue to monitor deliberations on thelegislation.Over the past year, we invited officials from variousGovernment departments to exchange views with Committeemembers on policies affecting the sector. We also shared ourviews with officials from the Environmental ProtectionDepartment on the public consultation on Extension of theEnvironmental Levy Scheme on Plastic Shopping Bags. TheCommittee’s comments were reflected in a Chambersubmission welcoming the Government’s proposal to extendthe levy to all retailers to maintain a level playing field. Toreduce compliance and unnecessary administrative costs forretailers, especially SMEs, we suggested the Governmentconsider removing the requirement for retailers to issuereceipts or keep records for the plastic bag charges.Committee members regularly express their seriousconcerns about rising rental costs, and other issues, such as theCompetition Law, Minimum Wage and the forthcomingstandard working hours legislation. All these issues are close toCommittee members’ hearts and we will continue to monitorthese development.On the tourism side, we are working closely with the HongKong Tourism Board, and will continue to explore opportunitiesfor new tourism products and monitor the supply of hotelrooms. One challenge encountered by the industry is the supplyof skilled workforce for the sector.
