• About one quarter of clients in long stay residential mental health services wereinappropriately placed and could have their needs met in lower supportaccommodation;• Almost two-thirds of people inappropriately placed in long-stay hospital units(approximately 390, including 47 in acute psychiatric units) would be moreappropriately placed in community residences;• A third of those inappropriately placed in community residences (590) required alower level of support than they were currently receiving or were suitable <strong>for</strong>independent accommodation.The first steps in the transition plan should include:(i)The transfer of current HSE medium and low support accommodation to localauthority management (approximately 1,180 residential places);(ii)Local authority sourced accommodation considered <strong>for</strong> those <strong>with</strong> low and mediumsupport needs living in high support residences, who are assessed to be suitable tolive in such accommodation (The Efficiency and Effectiveness of Long-StayResidential Care <strong>for</strong> Adults <strong>with</strong>in the Mental Health Services suggests approximately25% which would equate to 400); and(iii)Local authority sourced accommodation considered <strong>for</strong> the new long-stay populationin psychiatric hospitals or acute units, who have low and medium support needs andare assessed to be suitable to live in such accommodation (there are currently 429people who are more than one year but less than 5 years resident in mental healthacute and continuing care facilities).9.19 An appropriate management framework will be developed immediately betweenDECLG, Department of Health, housing authorities and HSE in order to facilitate the process.As a starting point, the HSE will make available to local authorities in<strong>for</strong>mation relating topotential applicants <strong>for</strong> housing and its own plans <strong>for</strong> addressing the issue <strong>with</strong> serviceusers. This identified housing need will be reflected in future housing services plans. Thisprocess should be managed in line <strong>with</strong> the provisions of the new interagency protocolgoverning the individual assessment of needs of people <strong>with</strong> mental health disabilities. Theestablishment of local <strong>Housing</strong> and <strong>Disability</strong> Steering Groups will also assist in thefacilitation of this engagement.107
