Chapter 1Introduction1.1 The <strong>National</strong> <strong>Housing</strong> <strong>Strategy</strong> <strong>for</strong> <strong>People</strong> <strong>with</strong> a <strong>Disability</strong> <strong>2011</strong> – <strong>2016</strong> sets out theframework <strong>for</strong> the delivery of housing <strong>for</strong> people <strong>with</strong> a disability through mainstreamhousing policy. This reflects Government policy that all public services should meet theneeds of people <strong>with</strong> disabilities as an integral part of their function i.e. mainstreaming ofservices to people <strong>with</strong> disabilities.1.2 The commitment to develop the strategy was outlined in the partnership agreement,Towards <strong>2016</strong>, and underpinned in the 2007 housing policy statement, Delivering Homes,Sustaining Communities. Towards <strong>2016</strong> recognised that people <strong>with</strong> a disability often havefewer choices in providing <strong>for</strong> their housing and accommodation needs and recommendedthe development of a strategy as a priority action. The Government’s new <strong>Housing</strong> PolicyStatement, published in June <strong>2011</strong>, supports the <strong>Housing</strong> <strong>Strategy</strong> <strong>for</strong> <strong>People</strong> <strong>with</strong> a<strong>Disability</strong> as part of a framework of initiatives to provide <strong>for</strong> the housing needs of vulnerableand disadvantaged households. In addition, the Statement recognises the range ofinitiatives available to address the needs of people <strong>with</strong> a disability, including throughsupports available under the Capital Assistance Scheme and the suite of housing adaptationgrant schemes, and the need <strong>for</strong> the delivery of better outcomes <strong>for</strong> vulnerable,disadvantaged and specific needs households while achieving maximum return <strong>for</strong> theresources invested.Development of <strong>Strategy</strong>1.3 The strategy was developed under the guidance of a <strong>National</strong> Advisory Group 3 andchaired by the Department of the Environment, Community & Local Government (DECLG).In addition, 3 pieces of research were commissioned to support the strategy 4 - A Review ofGood Practice Models in the Provision of <strong>Housing</strong> and Related Supports <strong>for</strong> <strong>People</strong> <strong>with</strong> a<strong>Disability</strong> and a Review of the <strong>Housing</strong> and Support Options <strong>for</strong> <strong>People</strong> <strong>with</strong> Mental HealthRelated <strong>Housing</strong> Needs were undertaken by the <strong>Housing</strong> and Sustainable CommunitiesAgency (<strong>for</strong>merly the Centre <strong>for</strong> <strong>Housing</strong> Research). TrinityHaus Consultants, Trinity CollegeDublin, undertook a review of the Potential Role of the Private Rented Sector in theProvision of Accommodation <strong>for</strong> <strong>People</strong> <strong>with</strong> Disabilities on behalf of the <strong>Housing</strong> andSustainable Communities Agency. This piece of research was funded by the PrivateResidential Tenancies Board.1.4 The strategy has been developed as part of a coherent framework, in conjunction<strong>with</strong> A Vision <strong>for</strong> Change, the proposals of the report of the Working Group on CongregatedSettings and the ongoing review of disability services, to support people <strong>with</strong> disabilities incommunity based living, <strong>with</strong> maximum independence and choice.
