9.24 The transition of people <strong>with</strong> mental health disabilities from mental health facilities tomore appropriate community settings should reflect existing good practice and must besupported by all agencies involved in the delivery of services to people <strong>with</strong> disabilities.9.25 The following case studies are examples of how agencies are working to address thehousing needs of people <strong>with</strong> mental health disabilities, including those leaving mentalhealth facilities as provided <strong>for</strong> under A Vision <strong>for</strong> Change.Case Study 9.1: HSE South 81In 2007 the HSE South drew up a 5 year plan <strong>for</strong> the development of mental healthservices in County Wex<strong>for</strong>d. The plan had 2 main elements, the development ofcommunity mental health services and the closure of St Senan’s Hospital.During the period 2007 – 2010, service provision at St Senan’s Hospital was reducedthrough the relocation of residents to more appropriate accommodation in the communityand the reduction of the number of hospital beds from 171 to 85. Simultaneously,community mental health services were developed and include, inter alia:• New Community Mental Health Centres opened in New Ross and Gorey;• Relocation of 22 elderly long stay residents to nursing home care <strong>with</strong> relevantsupports and the redeployment of staff to community mental health servicesdevelopment;• Extension of day care services in Wex<strong>for</strong>d town and Enniscorthy;• Closure of one intellectual disability unit in St Senan’s Hospital and the residentsrelocated to a purpose built unit at Oylegate, <strong>with</strong> the assistance of Wex<strong>for</strong>d MentalHealth Association.The most recent report from the Inspector of Mental Health Services in 2010 recognisedthat considerable work has been completed to close wards in St Senan’s Hospital andprovide appropriate alternative accommodation in the community to develop communitybased services.During <strong>2011</strong>/2012, HSE South will complete the process <strong>for</strong> the total closure of long stayaccommodation at St Senan’s Hospital <strong>with</strong> the implementation of a significant capitalinvestment programme and community based services development, including the openingof a purpose built 12 bed high support/rehab hostel in Enniscorthy, which is expected to beavailable <strong>for</strong> occupation by end <strong>2011</strong>. Funding has been secured <strong>for</strong> the development of afurther 3 high support residences in Enniscorthy. A Community Nursing Unit is being81Source: HSE110
