providers of social services, disability groups, CIB, carers’ organisations, HSE funded serviceproviders, etc.7.7 As outlined in chapter 6, the development of protocols is recognised as an importantinstrument <strong>for</strong> ensuring good interagency cooperation, where there is both a care andaccommodation aspect to meeting need. In this regard, and in line <strong>with</strong> commitmentsunder the DECLG’s sectoral plan, a suite of protocols have been developed between housingauthorities and the HSE in relation to services provided <strong>for</strong> people <strong>with</strong> disabilities (copies ofthe protocols are attached at Appendices 6, 7 and 8. The protocols are:• the individual assessment of housing need 43 ;• the governing of revenue funding <strong>for</strong> health service related support costs <strong>for</strong> projectsprovided by approved housing bodies (Support Costs Protocol) 44 ;• the assessment of individual housing needs of people <strong>with</strong> a mental healthdisability 45 ; and7.8 A further protocol in relation to the strategic assessment of local housing need isexpected to be developed during <strong>2011</strong>.7.9 Interagency protocols will assist agencies to collaborate to ensure the best possibleoutcomes <strong>for</strong> people <strong>with</strong> disabilities. Agencies must take account of data protectionlegislation in in<strong>for</strong>mation sharing. The benefits of sharing in<strong>for</strong>mation should be clearlyexplained to people, who will often be more open to allowing the sharing of in<strong>for</strong>mationbetween agencies once they can see the potential benefits 46 .<strong>Housing</strong> and <strong>Disability</strong> Steering Groups7.10 To support and enhance current local interagency structures and to facilitate bettercoordination and delivery of housing and related support services to people <strong>with</strong> disabilities,it is recommended that <strong>Housing</strong> and <strong>Disability</strong> Steering Groups be established in eachcounty/city council area. This structure will provide a mechanism <strong>for</strong> agencies to worktogether to deliver a more integrated and strategic response to the needs of people <strong>with</strong>disabilities at local level and assist in addressing duplication of responses and gaps in serviceprovision.
