Chapter 3Vision and Strategic AimsVision3.1 The vision underpinning the <strong>National</strong> <strong>Housing</strong> <strong>Strategy</strong> <strong>for</strong> <strong>People</strong> <strong>with</strong> a <strong>Disability</strong><strong>2011</strong> – <strong>2016</strong> is:To facilitate access, <strong>for</strong> people <strong>with</strong> disabilities, to the appropriate range of housing andrelated support services, delivered in an integrated and sustainable manner, which promotesequality of opportunity, individual choice and independent living.3.2 In this strategy, the term “disability” is understood to recognise four categories, i.e.(a) sensory disability (b) mental health disability (c) physical disability and (d) intellectualdisability. <strong>Disability</strong> is defined as per the <strong>Disability</strong> Act 2005. The Act defines disability as “asubstantial restriction in the capacity of a person to carry on a profession, business oroccupation in the State or to participate in social or cultural life in the State by reason of anenduring physical, sensory, mental health or intellectual impairment.”3.3 The strategy recognises the specific housing and related support needs of people<strong>with</strong>in each disability sector, including the complexity of need <strong>for</strong> people <strong>with</strong> multipledisabilities and <strong>with</strong>in both the mental health and the intellectual disability sector.Strategic Aims3.4 The vision involves the following strategic aims and associated principles <strong>for</strong> theperiod <strong>2011</strong> – <strong>2016</strong>.SA1 To promote and mainstream equality of access <strong>for</strong> people <strong>with</strong> a disability to the fullrange of housing options 12 available suited to individual and household need.P1 An adequate supply of appropriate housing options, across a range of tenures, isrequired to enable people <strong>with</strong> a disability to live successfully in the community, whereappropriate. <strong>Housing</strong> should be accessible and cater <strong>for</strong> the diverse needs of people <strong>with</strong>various disabilities, and allow <strong>for</strong> access to relevant amenities and services. All people <strong>with</strong>disabilities, including those residing in institutions, are entitled to undergo an assessment ofhousing need.SA2 To develop national protocols and frameworks <strong>for</strong> effective interagency cooperation,which will facilitate person-centred delivery of housing and relevant support services.12Further in<strong>for</strong>mation on the range of housing options available is contained in Chapter 5.34
