4. Confirmation of the approval in principle <strong>for</strong> ongoing revenue funding <strong>for</strong> healthservice related support costs by the HSE shall be authorised by the relevantIntegrated Service Area Manager or Local Health Manager 132 , in consultation <strong>with</strong> theAssistant <strong>National</strong> Director where the HSE consider that the proposed project isaligned <strong>with</strong> area priorities, as outlined in the <strong>National</strong> <strong>Disability</strong> <strong>Strategy</strong> and the<strong>National</strong> and Local Service/Business Plans 133 .5. The HSE shall endeavour to authorise approval in principle <strong>with</strong>in 3 months followingreceipt of all relevant in<strong>for</strong>mation pertaining to the project as outlined in Appendix 1.Written approval should be <strong>for</strong>warded to the approved housing body, by the HSE, assoon as is practicable thereafter.6. The period of consideration by the HSE shall not commence until all relevantin<strong>for</strong>mation, as outlined in Appendix 1, is received by the HSE.7. The Director of Services of the housing section may designate an appropriateofficial 134 <strong>for</strong> the purpose of liaising <strong>with</strong> the HSE in relation to the ongoing revenuefunding <strong>for</strong> health service related support costs element of the proposed project.8. Where applications <strong>for</strong> funding <strong>for</strong> the provision of accommodation <strong>for</strong> projectswhere ongoing revenue funding <strong>for</strong> health service related supports costs has beenidentified, are received by housing authorities from approved housing bodies, and donot include written confirmation of approval in principle <strong>for</strong> ongoing revenue funding<strong>for</strong> health service related support costs from the HSE, the housing authority willnotify:(a)the HSE Integrated Service Area Manager or Local Health Manager that anapplication <strong>for</strong> funding under the capital funding schemes or through revenuebased funding <strong>for</strong> the provision of accommodation, e.g. involving leasing typearrangements, has been received from an approved housing body and thatthe need <strong>for</strong> ongoing revenue funding <strong>for</strong> health service related support costshas been identified; and132The HSE is currently undergoing a restructuring process and grade structures are being changed.133The HSE <strong>National</strong> Service Plan is available on the HSE website, www.hse.ie. The Local Business Plans areavailable from the Local Health Offices or Integrated Service Area Managers Office.134For operational purposes, it is desirable that the designated official in each housing authority should be anofficial who is currently involved in the administration of the capital funding schemes or leasing initiatives byapproved housing bodies.156
