ForewordThe ‘<strong>National</strong> <strong>Housing</strong> <strong>Strategy</strong> <strong>for</strong> <strong>People</strong> <strong>with</strong> a <strong>Disability</strong> <strong>2011</strong>-<strong>2016</strong>’ sets out a framework<strong>for</strong> the delivery of housing <strong>for</strong> people <strong>with</strong> disabilities through mainstream housing policy. Ithas been developed on a partnership basis <strong>with</strong> a <strong>National</strong> Advisory Group, chaired by theDepartment of the Environment, Community and Local Government and involving theDepartment of Health, the Health Service Executive (HSE), local authorities, organisationsrepresenting people <strong>with</strong> disabilities and other relevant stakeholders, including the <strong>National</strong><strong>Disability</strong> Authority.Setting out a vision <strong>for</strong> the next five years, and underpinned by nine strategic aims and adetailed programme of action, the strategy will be supported, in the coming months, by thedevelopment of an implementation plan by a high level Implementation Planning Group.This Group will be chaired by the Department of the Environment, Community and LocalGovernment and will include, among others, senior representatives of the Department ofHealth, HSE and the Department of Public Expenditure and Re<strong>for</strong>m (DPER).The publication of this strategy contributes to delivery on a number of Programme <strong>for</strong>Government commitments, including the implementation of the <strong>National</strong> <strong>Disability</strong> <strong>Strategy</strong>,of which housing is a key element; the commitment to promote and support universaldesign, particularly to ensure accessible housing; the closure of unsuitable psychiatricinstitutions by moving patients to more appropriate community-based facilities; and thedevelopment of specific strategies <strong>for</strong> elderly patients and those <strong>with</strong> intellectual disabilitieswho remain under the care of mental health services. The strategy also supports theProgramme <strong>for</strong> Government commitment to promote and support universal design wherebyall environments can be used to the greatest extent possible by all people, regardless ofage, ability or disability.This new publication seeks to mainstream access to independent living <strong>for</strong> adults living <strong>with</strong>physical, mental, sensory and intellectual disabilities and will direct the ef<strong>for</strong>ts of housingauthorities and the HSE to support people <strong>with</strong> a disability to live independently in their ownhomes, <strong>with</strong> accommodation designed and/or adapted as fit-<strong>for</strong>-purpose, rather than havingto move into residential care settings. It will redirect the ef<strong>for</strong>ts of our Departments,4
