Existing pilotprogrammes will be reviewed and, where appropriate, guidance and standards will bedeveloped to assist housing authorities to implement the provisions of the strategy at locallevel.___________________________________________________________________________STRATEGIC AIM 7To facilitate people with a disability to access appropriate advice and informationin respect of their housing needs___________________________________________________________________________The provision of information, advice and advocacy are key components to facilitate equalityof access to housing and related support services. Housing authorities will ensure thatrelevant information and literature has a specific focus on the housing options available forpeople with disabilities, based on the principles of quality service delivery and madeavailable in a variety of accessible formats. Mechanisms to support and improve theprovision of housing advice and information will be key elements in future housingstrategies. To provide a more integrated approach to information provision, considerationwill be given to the development of a pilot housing advice centre, in line with available goodpractice, and with a strong disability focus. The role of formal and informal advocacy willcontinue to be supported and strengthened, where possible.___________________________________________________________________________STRATEGIC AIM 8To improve the collection and use of data/information regarding the nature andextent of the housing needs of people with a disability___________________________________________________________________________Detailed information in relation to the housing and related supports needs of people withdisabilities is required to provide an improved basis for policy development and servicedelivery. The recent implementation of a new assessment of need framework will provide afuller and more comprehensive assessment of the housing needs of people with disabilitiesthrough, inter alia, providing clearer standardised criteria for determining eligibility,reflecting the life cycle approach and providing access to a full range of social housingsupports. Local authority staff will be supported in carrying out the assessment process by12
the undertaking of disability specific training. To supplement the effective operation of thenew assessment framework, more formalised engagement and exchange of information willtake place between housing authorities and other relevant agencies and organisationsrepresenting people with disabilities. This will be supported by the development of astrategic assessment of need protocol. This protocol, which will act as a tool for theutilisation and sharing of relevant available data sources in respect of the housing andrelated support needs of people with disabilities, will assist housing authorities and the HSEwith longer term strategic planning.___________________________________________________________________________STRATEGIC AIM 9To provide a framework to support the delivery, monitoring and review of agreedactions___________________________________________________________________________A detailed implementation plan will be developed by a group chaired by the Department ofthe Environment, Community & Local Government and including senior representation bythe Department of Health, DPER and HSE. The group will identify sustainable fundingmechanisms to resource the implementation plan. The plan will underpin theimplementation of the actions contained in the strategy and set out the responsibilities ofthe key agencies and stakeholders involved and the targets to be achieved within identifiedtimeframes. In order to ensure the effective implementation of the strategy, animplementation monitoring committee will be established which will meet annually. Aprogress report on the implementation of the strategy will be produced each year andpresented to the Cabinet Committee on Social Policy. Periodic reviews will be undertakenover the course of the lifetime of the strategy.13
