Appendix 7Support Costs ProtocolProtocol Governing Revenue Funding <strong>for</strong> Health Service Related Support Costs<strong>for</strong> projects provided by Approved <strong>Housing</strong> Bodies <strong>for</strong> <strong>People</strong> <strong>with</strong> a <strong>Disability</strong>1. This Protocol sets outs arrangements <strong>for</strong> coordination, between the housingauthorities and the Health Service Executive (HSE), in relation to the provision ofongoing revenue funding <strong>for</strong> health service related support costs 128 , by the HSE,where necessary, <strong>for</strong> social housing projects provided by approved housing bodies 129<strong>for</strong> people <strong>with</strong> a disability. The Department of the Environment, Heritage & LocalGovernment provides funding <strong>for</strong> the development of these projects through thecapital funding schemes 130 or through revenue based funding <strong>for</strong> the provision ofaccommodation, e.g. involving leasing type arrangements. The provision of revenuefunding <strong>for</strong> ongoing health service related support costs is a matter <strong>for</strong> the HSE.2. An approved housing body proposing to provide accommodation <strong>for</strong> people <strong>with</strong> adisability to be funded under the Department of the Environment, Heritage and LocalGovernment capital funding schemes shall consult <strong>with</strong> the relevant housingauthority, who will undertake a preliminary appraisal to ensure that the proposedproject meets identified local need and is cost effective and fit-<strong>for</strong>-purpose. Wherean approved housing body wishes to provide a social housing project through aleasing type arrangement, it must initially submit a proposal to the Department ofthe Environment, Heritage & Local Government who will carry out an initialassessment and will then <strong>for</strong>ward the proposal to the relevant housing authority 131 .3. The approved housing body must also, as part of the pre-planning stage of theproject, consult <strong>with</strong> the HSE. Following agreement between the HSE and theapproved housing body in the context of need, and where ongoing revenue funding<strong>for</strong> health service related support costs has been identified, the approved housingbody must obtain written approval in principle from the HSE <strong>for</strong> ongoing revenuefunding <strong>for</strong> the provision of such health service related support costs. TheDepartment of the Environment, Heritage and Local Government funding <strong>for</strong> theprovision of accommodation will not be considered unless written confirmation ofHSE support <strong>for</strong> the application and confirmation that the project is approved inprinciple, by the HSE, <strong>for</strong> ongoing revenue funding <strong>for</strong> health service related supportcosts is provided.128This refers to relevant health and personal social support services provided by the HSE.129A <strong>Housing</strong> Association who has received approved status from the Minister <strong>for</strong> the Environment, Heritage &Local Government under section 6 (6) of the <strong>Housing</strong> (Miscellaneous Provisions) Act, 1992.130Capital Assistance Scheme and Communal Facilities Grant Scheme.131D/EHLG Circular SHIP 2009/05 refers.155
