This would include accommodation needs andmedical and social services or, where they live in a private home, day services and medicaland social services. Service providers receive funding from the HSE to provide all a person’svarious needs and the individual had very little, if any, influence on how this allocation wasspent. This has had the effect of tying the person to a particular service provider, oftenfrom early childhood, leaving the person <strong>with</strong> few options <strong>for</strong> changing aspects of their care.The <strong>National</strong> <strong>Disability</strong> <strong>Strategy</strong> (2004) gives effect to the Government’s mainstreamingpolicy, which includes the mainstreaming of housing provision <strong>for</strong> people <strong>with</strong> disabilities.Moreover, Article 19 of the UN Convention on the Rights of Persons <strong>with</strong> Disabilities, whichIreland has signed, states that people <strong>with</strong> disabilities should be supported to live in the130130
