5.27 The total number of units provided <strong>for</strong> people <strong>with</strong> disabilities by variousorganisations, in conjunction <strong>with</strong> the ICSH, is 2,683. The potential role of housingassociations in providing community based alternatives should be addressed <strong>with</strong>in aframework which considers the capital and revenue funding issues as well as the housingand support needs of the prospective tenants <strong>with</strong>in the current social housing waiting lists.The resources and expertise of the approved body must also be considered. In this context,it is vital that the on-going revenue resources <strong>for</strong> support / care needs of individuals movingfrom institutions to the community are ring fenced prior to re-housing. The assessment ofindividual’s care needs should be carefully planned and approved housing bodies should befully involved in nominations in a partnership approach.5.29 The Irish Council <strong>for</strong> Social <strong>Housing</strong> is currently working <strong>with</strong> its members, the fourDublin local authorities and the Homeless Agency on a protocol governing nominations <strong>for</strong>homeless households in the Dublin region. The purpose of the protocol is to maximise thenumber of units <strong>for</strong> homeless households through a streamlined and efficient nominationsprocess which will minimise administrative costs <strong>for</strong> both the local authorities and thehousing associations and reduce ‘voids’ and, consequently, lost rent. The protocol will alsomeet <strong>with</strong> the conditions of the capital funding schemes and the respective AllocationSchemes and should be in place during summer <strong>2011</strong>.56 56
