mainstream housing, the scheme provides housing support, on a reducing basis, tohomeless people who have potential to progress to independent living following a period ofsupport. The HSE retains responsibility <strong>for</strong> care / medical related supports, wherenecessary. This scheme includes in its target group, <strong>for</strong>merly homeless people <strong>with</strong> amental health disability, who meet the criteria of the scheme. The SLí Scheme, whichcommenced operation in Dublin in the last quarter of 2010, is an example of the use of the“housing first” model through the provision of mainstream housing and housing supports.Accommodation is sourced through the local authority leasing scheme or unsold af<strong>for</strong>dableunits. The provider of supports was determined by a tendering process and supports arefunded by savings on current funding <strong>for</strong> homeless services (under Section 10 of the<strong>Housing</strong> Act 1988). The potential <strong>for</strong> developing a scheme of tapered supports to underpinindependent living <strong>for</strong> people <strong>with</strong> mental health disabilities moving from institutionalsettings, similar to the Slí scheme, should be considered.Conclusions9.52 Appropriate and secure housing is a key element in the continuum of care <strong>for</strong> people<strong>with</strong> a mental health disability, including by assisting in the management of the disabilityand providing a pathway to recovery. Many people <strong>with</strong> disabilities may have their housingneeds met through the various mainstream supply mechanisms available, provided thatessential community based supports are in place.9.53 A Vision <strong>for</strong> Change supports the transition of people <strong>with</strong> low and medium supportneeds from HSE mental health facilities to more appropriate community basedarrangements. The effective implementation of this process will necessitate thedevelopment of a management framework between relevant agencies and will be managedin line <strong>with</strong> the availability of suitable housing options and the provision of community basedsupports underpinning individual need.122
