mechanism to deliver a more coordinated approach to service delivery <strong>for</strong> people <strong>with</strong>disabilities at local level.6.23 It is also important that data gathered in respect of local needs assessments shouldbe utilised correctly in order to assist <strong>with</strong> planning and investment decisions. This isparticularly relevant <strong>for</strong> the planning and delivery of housing <strong>for</strong> people <strong>with</strong> specific needswho may require tailored once off housing solutions including children and adults <strong>with</strong>significant disabilities. Furthermore, it is essential that the HSE, which is responsible <strong>for</strong> theprovision of health related care services, including health and personal social supports, planseffectively to meet future support costs, in order that people <strong>with</strong> disabilities can besustained in community based settings. The Department of Health’s Value <strong>for</strong> MoneyReview of the <strong>Disability</strong> Sector, which is currently underway, is examining issues relating tothe collection of disability data and in<strong>for</strong>mation needs. There may be scope <strong>for</strong> sharingin<strong>for</strong>mation on need which could feed into the framework to be developed between localauthorities and the HSE under the Strategic Assessment of Need Protocol.Allocations Policy6.24 The <strong>Housing</strong> (Miscellaneous Provisions) Act 2009 sets out a framework <strong>for</strong> the re<strong>for</strong>mof allocations policy, which is part of a suite of re<strong>for</strong>ms aimed at improving service andensuring that social housing is delivered in a way that is fair and efficient. The keycomponents of the new allocations scheme include:• A standard framework <strong>with</strong>in which housing authorities will make their allocationschemes;• A standard prioritisation methodology which will be applied by all housingauthorities;• A standard mechanism <strong>for</strong> housing authorities to deal <strong>with</strong> refusals ofaccommodation;• The power <strong>for</strong> local authorities to reserve certain proportions of their stock ofdwellings to target particular groups in need;• A mechanism to take account of the location preferences of eligible households; and• A requirement <strong>for</strong> all housing authorities to put in place a suitable and transparenttransfer policy.69
