• To ensure a high level of awareness among all staff of the requirements of persons<strong>with</strong> disabilities.2.7 The DECLG is currently reviewing the sectoral plan. Work is at an advanced stageand the revised plan is due to be published shortly.2.8 The Programme <strong>for</strong> Government commits to the publication, following consultation,of a realistic implementation plan <strong>for</strong> the <strong>National</strong> <strong>Disability</strong> <strong>Strategy</strong>, including sectoral plans<strong>with</strong> achievable timescales and targets <strong>with</strong>in available resources.- <strong>Housing</strong> (Miscellaneous Provisions) Act 20092.9 The <strong>Housing</strong> (Miscellaneous Provisions) Act 2009 was enacted on 15 July 2009. Thepurpose of the Act is to improve housing services and their delivery, by amending andextending the <strong>Housing</strong> Acts 1966 to 2004 to give effect to a range of social housing re<strong>for</strong>mmeasures. Overall, the Act establishes a framework <strong>for</strong> a more strategic approach byhousing authorities to the delivery and management of housing services. Included in the Actare measures relating to:• The adoption by housing authorities of housing services plans 7 <strong>for</strong> the delivery ofsocial housing supports, homelessness action plans and anti-social behaviourstrategies;• New, more objective methods of assessing need and allocating housing; and• A more effective management and control regime covering tenancies, rents, etc.2.10 The Act broadens the choices available to those in need of social housing supportsby enacting a more developed framework <strong>for</strong> the provision of rented social housing bymeans of leasing or contract arrangements <strong>with</strong> private accommodation providers. Itexpands opportunities <strong>for</strong> home ownership by lower-income households through anincremental purchase scheme and a tenant purchase scheme <strong>for</strong> apartments. An equitybasedapproach is adopted in the Act to the recovery of discounts granted by housingauthorities to af<strong>for</strong>dable housing purchasers. The Act also includes new powers <strong>for</strong> theMinister to issue policy directions, <strong>with</strong> which housing authorities must comply, andguidelines, to which housing authorities must have regard, in the per<strong>for</strong>mance of theirstatutory functions.7Section 14 of the Act provides <strong>for</strong> the making of <strong>Housing</strong> Services Plans which effectively puts housing actionplans and other housing strategies on a statutory basis. Section 14 of the Act is expected to be commenced<strong>with</strong>in the coming months.28
