Multimodal Packagesround trip usage requirement, carsharing vehicles can provide flexibility to transit or carpooltravelers and thus encourage transit use and ridesharing. This strategy was included in the I-66Transit/TDM study at no cost, as costs are traditionally absorbed by the operator of thevehicles.Dynamic RidesharingThis strategy provides implementation and operational support for immediate, web-basedridematching of potential carpool riders and drivers for regular pooling or one-time/occasionalpooling. The system will include options to match within preregistered affinity groups orcompany/area groups and will include smart phone and social media applications.TDM-Related Programs not Included in the TDM Mobility OptionIn addition to the strategies above that are evaluated as part of the TDM Mobility Option, a fewstrategies that may be considered TDM are included in other option packages. These include:Bicycle hubs/storage at Priority Bus activity nodes (included in the Bicycle/PedestrianSystem Enhancements Option);Capital Bikeshare marketing (included in the Bicycle/Pedestrian System EnhancementsOption);On-line/mobile travel information applications (included in the Integrated CorridorManagement Option).TDM Evaluation MethodologyMany of the methods and data used in the TDM evaluation are adapted from the I-66Transit/TDM Study, but some methods have been revised and some parameters updated.Performance is calculated in terms of change in non-SOV mode share and change in personmilesof travel (PMT). The change in vehicle-trips (VT) also is calculated. Total annual cost andcost-effectiveness (dollar per vehicle-trip reduced) also are provided as measures ofeffectiveness. Calculations and assumptions supporting the 2040 results are shown inAppendix D.TDM Program Funding LevelsTable 3.15 displays the assumed expenditure levels for each measure, including levels ofexpenditure previously assumed in the I-66 Transit/TDM Study, plus additional expendituresassumed in this I-66 Multimodal Study. These expenditures are in addition to current programexpenditures. All expenditures are shown in current year (2011) dollars. Table 3.16 comparesproposed expenditures in both studies with existing levels of TDM program expenditures inNorthern Virginia.3-70 I-66 Multimodal Study
