<strong>Multimodal</strong> Packages3.0 <strong>Multimodal</strong> PackagesBased on the analysis <strong>of</strong> the mobility options, described in Section 2.0, and input from theParticipating Agency Representatives Committee (PARC) and stakeholders, four multimodalpackages were developed. Each package included a variety <strong>of</strong> projects and programs to reducecongestion and improve mobility within the study area.These four packages were comprised <strong>of</strong> elements <strong>of</strong> previously tested mobility options withsome modifications and enhancements to address the congestion and mobility goals <strong>of</strong> thecorridor. All packages include a highway and transit component, integrated corridor management(ICM) solutions, transportation demand management (TDM) programs, and a range <strong>of</strong>pedestrian and bicycle improvements.3.1 Approach to Building <strong>Multimodal</strong> PackagesThe assessment <strong>of</strong> the mobility options described in Section 2.0 was advanced for more detailedevaluation and included both qualitative and quantitative analyses.Facilitated Workshop to Determine PackagesTo move from mobility options to multimodal packages, a facilitated workshop with the PublicAgency Representative Committee (PARC) was conducted to collaboratively formulate packages,giving consideration to the following aspects <strong>of</strong> each mobility option:Technical analysis <strong>of</strong> the measures <strong>of</strong> effectiveness;Market research findings;Stakeholder and elected <strong>of</strong>ficial interview input; andPublic comments.This approach expanded the travel demand forecasting model evaluation that was applied forthe mobility options and allowed an opportunity for a variety <strong>of</strong> perspectives to be consideredin formulating the packages.As described in Section 2.0, the process <strong>of</strong> testing solutions for addressing congestion andmobility in the I-<strong>66</strong> corridor uses information generated from the mobility option technicalanalysis to organize mobility options into multimodal packages. The purpose <strong>of</strong> the abbreviatedmodeling process described in Section 2.3 was to evaluate each mobility option so thatstrategies could be carried forward into the multimodal packages.
