IntroductionDevelop Recommendations for Enhanced Mobility on I-<strong>66</strong> Inside the BeltwaySection 4.0 <strong>of</strong> this <strong>Final</strong> <strong>Report</strong> describes the development <strong>of</strong> recommendations based on theevaluation <strong>of</strong> the multimodal packages. A recommendations framework was establishedwhich identified meritorious aspects as well as unique issues associated with each package.Section 5.0 <strong>of</strong> this <strong>Final</strong> <strong>Report</strong> provides a discussion <strong>of</strong> potential funding approaches forimprovements in not only the corridor, but also the region. A full range <strong>of</strong> approaches,including Federal, state, local, and private funding sources are explored.Public InformationBoth internal and external communication was a key component <strong>of</strong> the I-<strong>66</strong> <strong>Multimodal</strong> <strong>Study</strong>.The intent <strong>of</strong> the public information and outreach program was to: 1) solicit input and opinionsto inform the multimodal mobility study options; 2) disseminate timely information about thestudy; and 3) provide effective methods and mechanisms to address stakeholder issues andensure two-way communication. Throughout the course <strong>of</strong> the study, a variety <strong>of</strong> tools wereused to either obtain appropriate input or disseminate information. These included marketresearch, public meetings, stakeholder interviews, a study webpage, and project factsheets.Market ResearchMarket research informed the project team and the PARC <strong>of</strong> the dominant perceptions, needs,and preferences <strong>of</strong> commuters using the I-<strong>66</strong> corridor when considering the potential mobilityoptions and formulation <strong>of</strong> multimodal packages. Data tabulation along with a thorough multivariatestatistical analysis <strong>of</strong> the results was performed. Key findings from the marketresearch were published in Section 6.0 <strong>of</strong> the Interim <strong>Report</strong>. A draft market research studyreport was provided as Appendix B <strong>of</strong> the Interim <strong>Report</strong>. The final market research studyreport is provided in Appendix B <strong>of</strong> this report.Public MeetingsTwo rounds <strong>of</strong> public meetings were held at locations in both Arlington and Fairfax Counties.The first round <strong>of</strong> public meetings in December 2011 presented general information about thestudy and sought input on corridor needs and conditions, mobility options for consideration,and market research results illustrating preferences in the study area. The second round <strong>of</strong>public meetings in April 2012 presented preliminary findings <strong>of</strong> the multimodal packages andsought public input on the findings and level <strong>of</strong> service (LOS) maps showing network andmodal performance.Stakeholder InterviewsStaff from VDOT, DRPT, and the consultant team conducted interviews with 28 public agencyrepresentatives and elected <strong>of</strong>ficials to discuss the I-<strong>66</strong> corridor transportation issues importantto them and their constituents. Stakeholder interviews accomplished several objectives. First,they were used to engage and inform community leaders about the study and to disseminateinformation. Second, they served as an additional source <strong>of</strong> stakeholder input for the formulation<strong>of</strong> multimodal packages.
