274 The Ideal of Human UnityEmpires remaining, few but immensely increased in power, influenceand the extent of their responsibilities, and the greatlyincreased swarm of free nations which the force of events or thePower guiding them rather than the will of nations and Governmentshas brought into being, and the approaching strugglebetween Labour and Capitalism. The former is only a difficultyand embarrassment, though it may become serious if it turns intoa conflict between the imperialistic and the nationalistic ideasor reproduces in the international scheme the strife of the oldoligarchic and democratic tendencies in a new form, a questionbetween control of the world-system by the will and influenceof a few powerful imperial States and the free and equal controlby all, small nations and great, European and American andAsiatic peoples. The second is a danger which may even lead todisintegration of this first attempt at unification, especially if, asseems to be the tendency, the League undertakes the policing ofthe world against the forces of extreme revolutionary socialism.On the other hand, the conflict may accelerate, whatever itsresult, the necessity and actuality of a more close and rigoroussystem, the incipience at least of the second stage of unification.The main contentions advanced in these pages also remainunaffected by the course of events, — the inevitability of theunification of the life of humanity as a result of those imperativenatural forces which lead always to the creation of larger andlarger human aggregates, the choice of the principles which maybe followed in the process, the need for preserving and bringingto fullness the principle of individual and group freedom withinthe human unity, and the insufficiency of formal unity withouta growth of the religion of humanity which can alone make ita great psychological advance in the spiritual evolution of therace.1919

The Appendices containedarticles from the “Arya” setting forth the ideals of the Review).The present edition is a revised version; but the revision wasdone before the last World War.
