It is noticeable that the strength of thesocialist and communistic idea increases as one goes eastward,diminishes in the opposite direction: the movement of progress isno longer from the west eastwards but from the east towards theoccident. <strong>The</strong> more extreme forces are however daily increasingeverywhere and are making themselves felt even in plutocraticAmerica. In any case, whatever retardation of pace there maybe, the direction of the stream is already clear and the resulthardly doubtful. <strong>The</strong> existing European system of civilisationat least in its figure of capitalistic industrialism has reached itsown monstrous limits, broken itself by its own mass and iscondemned to perish. <strong>The</strong> issue of the future lies between alabour industrialism not very different except in organisationfrom its predecessor, some greater spirit and form of socialisticor communistic society such as is being attempted in Russia orelse the emergence of a new and as yet unforeseen principle.<strong>The</strong> upcoming force that opens a certain latitude for thislast possibility is the resurgence of Asia. It is difficult to believethat Asia once free to think, act and live for herself will be forlong content merely to imitate the past or the present evolutionof Europe. <strong>The</strong> temperament of her peoples is marked off by toodeep-seated a difference, the build and movement of their mindsis of another character. At present, however, the movement ofresurgence in Asia is finding expression more by a preface, anattempt to vindicate her bare right to live for herself, than byany pregnant effort of independent creative thought or action.<strong>The</strong> Asiatic unrest is still the second prominent feature of thesituation. It is manifest in different forms from Egypt to China.It takes the shape in the Moslem world of a rejection of protectoratesand mandates and a ferment of formation of independentAsiatic states. It manifests in India in a growing dissatisfactionwith half methods and a constantly accentuated vehemence ofthe demand for complete and early self-government. It is creatingin the Far East obscurer movements the sense of which has yet toemerge. This unrest envisages as yet little beyond the beginningsof a free action and existence. It appeals to the ideas of liberty
