Embedded media, effectively employed, can be an operational comm<strong>and</strong>er’s most effective means to gain American<br />

public support <strong>and</strong> counter enemy propag<strong>and</strong>a. By employing embedded media, an operational comm<strong>and</strong>er is not only<br />

carrying out an assigned task from a higher authority, but also making use of a powerful asset. Embedded media have proven<br />

to be extremely successful in widely distributing information. This same information is the major source of news most<br />

Americans use to form their opinions concerning the nation’s conflicts. Since public opinion has considerable leverage on<br />

leadership <strong>and</strong> national decision makers, overall mission success is critically linked to an operational comm<strong>and</strong>er’s ability to<br />

accurately inform the public of current military actions. Embedded media have become considerably more potent in recent<br />

years, partly due to increased access to military operations <strong>and</strong> partly due to advances in technology. Live media coverage is<br />

now available from even some of the most remote locations in the world. Operation Iraqi Freedom will be used as an<br />

illustrative example to outline the operational comm<strong>and</strong>er’s benefits of employing the embedded media to gain public support<br />

<strong>and</strong> counter enemy propag<strong>and</strong>a. This paper will sequentially show that embedded media have a significant impact on the<br />

operational comm<strong>and</strong>er, that embedded media can provide a valuable service for the operational comm<strong>and</strong>er, <strong>and</strong> that the<br />

embedded media program is the most effective asset available for both increasing public support <strong>and</strong> countering enemy<br />

propag<strong>and</strong>a. Proper employment <strong>and</strong> cautious treatment of embedded media can yield a powerful return for minimal<br />

investment, while failure to devote sufficient attention to embedded media may result in detrimental press coverage that<br />

ultimately affects the accomplishment of an operational comm<strong>and</strong>er’s objectives. (28 refs.)<br />

In order to maximize the benefits of the Sea Basing concept, sea-based forces must have air comm<strong>and</strong> <strong>and</strong> control<br />

agencies which are organized, trained <strong>and</strong> equipped to seamlessly project power from the sea-base to the objective. Current<br />

amphibious air comm<strong>and</strong> <strong>and</strong> control doctrine <strong>and</strong> organization, which is predicated on the cumbersome process of phasing<br />

control from sea-based to l<strong>and</strong>-based agencies, does not fully support the Sea Basing concept. This paper advocates the<br />

development of a single, fully-integrated Navy <strong>and</strong> Marine air comm<strong>and</strong> <strong>and</strong> control system, which is primarily sea-based <strong>and</strong><br />

has the capability to effectively provide services throughout the battlespace, both over-l<strong>and</strong> <strong>and</strong> over-water. This integrated<br />

system must be fully compatible with Joint aviation comm<strong>and</strong> <strong>and</strong> control systems <strong>and</strong> have the ability to maximize the<br />

operational flexibility <strong>and</strong> freedom of action envisioned in the Sea Basing concept. Successes encountered in the integration<br />

of Navy <strong>and</strong> Marine air comm<strong>and</strong> <strong>and</strong> control systems should serve as the model for the development of a Joint air comm<strong>and</strong><br />

<strong>and</strong> control system, which would allow a Joint Force to effectively operate from the sea-base. The Sea Basing concept, as<br />

currently envisioned, provides an unprecedented level of operational flexibility to the Joint Force Comm<strong>and</strong>er, <strong>and</strong> a fully<br />

integrated Joint air comm<strong>and</strong> <strong>and</strong> control system will be critical to enabling this flexibility.<br />

Future technology will allow the Joint Force Comm<strong>and</strong>er unprecedented access to the tactical level of war. Depending<br />

on his personality, he may chose to directly control events unfolding at the tactical level or leave the fighting to individuals<br />

charged with employing their weapon systems. The ability of a pilot, tank driver or infantry battalion comm<strong>and</strong>er in the future<br />

to share his operational picture with the entire chain of comm<strong>and</strong> (shared situational awareness) <strong>and</strong> vice versa, begs the need<br />

for sound, authoritative comm<strong>and</strong> <strong>and</strong> control doctrine to maximize the inherent benefits of this information advantage. All<br />

players in this future system must share a common rule set in order to exploit the war fighting advantages described in Joint<br />

Vision 2020 (JV 2020). Comm<strong>and</strong> <strong>and</strong> control doctrine must now outline this new rule set. With a common rule set,<br />

reorganization, training <strong>and</strong> education of staffs <strong>and</strong> combat units can begin. Overcoming old paradigms will be difficult, but<br />
