UD also reserves the right to test any UD student athlete when thereis reasonable suspicion to believe the student athlete has used or is using a banned or illegalsubstance.GoalThe goal <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Dubuque</strong> (UD) Substance Abuse Policy for the <strong>Student</strong>-Athlete is toensure student-athletes practice, compete, and work to the best <strong>of</strong> their ability, free from theinfluence <strong>of</strong> substance abuse. Five objectives accompany this goal:• Contribute to the education <strong>of</strong> the student-athlete regarding substance abuse by encouragingstudent-athlete participation in campus-wide substance abuse prevention programs.• Aid student-athletes in finding medical assistance and counseling for substance abuse relatedviolations.• Facilitate compliance with NCAA regulations concerning substance abuse.• Protect the health and safety <strong>of</strong> all student-athletes.• Prevent an unfair competitive edge by those who abuse certain chemical substances.Any use <strong>of</strong> a substance belonging to a class <strong>of</strong> drugs currently banned by the NCAA (seencaa.org) may be cause for loss <strong>of</strong> eligibility. For further information regarding substance abuseor usage or other medical questions, contact the UD Medical Coordinator, Director <strong>of</strong> Athletics, oryour Head Coach.ProceduresConsentAs part <strong>of</strong> the NCAA rules for clearance to participate in an intercollegiate sport, each studentathletemust sign a form stating their understanding and willingness to abide by the UDSubstance Abuse Policy. Each student-athlete must sign the NCAA Drug Testing ConsentForm signifying they are aware they may be drug tested. Each student-athlete must sign a UDDrug Testing Consent Form stating they are aware they may be drug tested, both randomly andbased upon reasonable suspicion.The UD Athletic Department reserves the right to conduct random drug testing or drug test anystudent-athlete if a member <strong>of</strong> the athletic department can show reasonable suspicion that aparticular student-athlete is using, or in the case <strong>of</strong> anabolic steroids, has used any substance inviolation <strong>of</strong> this policy. A positive test result will be considered a violation <strong>of</strong> this policy and maysubject the violator to the consequences discussed below.Reasonable SuspicionReasonable suspicion is defined as a good faith belief, at the time <strong>of</strong> making the decision to test,that the information relied upon is accurate and there is reason to suspect that a student-athletehas used illegal or performance enhancing substances.NCAAThe UD Athletic Department strictly adheres to the NCAA policies banning the use <strong>of</strong> performanceenhancing drugs. The following are drug classes that are banned by the NCAA (NCAA Bylaw31.2.3.1): Stimulants, Anabolic Agents, Diuretics, Street Drugs, Peptide Hormones, and Analogues.59
