and promote the governance agenda in Africa, including throughstrengthening capacity for public administration and providing tangibleassistance to the African Peer Review Mechanism process,which is an integral part of ongoing efforts to strengthen governancein Africa. It complements the new peace and security architectureof the African Union, which is aimed at reducing conflicts onthe continent. In the long run, both these processes will also helpto reduce the causes of conflict and contribute to building capablestates.While all these efforts must be welcomed as a positive sign of theincreased priority being given to meet the challenges facing fragilestates, it is important to harmonise interventions and ensure coherencefor effective delivery of assistance. This gathering, whichembodies our collective aspiration for partnership to support fragilestates, should pay particular attention to this and other related aspectsof effective cooperation in delivery. I am confident that youwill come up with concrete and meaningful recommendations thatwill help the states concerned to meet the challenges and utilise theopportunities that are now available to them.Integrating Africa161
